Parks & Recreation - Safety and Training Manager
Posting Expires: April 12, 2024
Salary: $65,000/annually
General Description and Classification Standards
The purpose of this job is to plan, direct, organize and implement the safety training program for employees of the Department of Parks and Recreation to ensure compliance with City of Atlanta policies and procedures and enhance efficiency through employee education. Duties include but are not limited to conducting safety inspections and incident/accident investigations; analyzing work safety issues and assisting management with improved processes, recommending safety solutions, may require night inspections including weekends and on-call, subject matter expert on safety training; conducts safety meetings and Trainings, devises safety analysis and reporting and provide guidance to safety committees.
Essential Duties & ResponsibilitiesThese are typical responsibilities for this position and should not be construed as exclusive or all inclusive. May perform other duties as assigned
Administrative Duties:
  • Process all Workers' Compensation Injuries
  • Conduct investigations for all Workers' Compensation injurie
  • Manage the Department of Parks and Recreation return to work program (RTW).
  • Coordinate Incident Command System (ICS, NIMS, JOC) Training for departmental first responders
  • Conduct CPR, AED, NIMS, Safety Awareness, Defensive Driving, PPE, Hazardous Materials and similar training.
  • Administer notification of medical card and random drug and alcohol testing for CDL employees and driver certifications programs
  • Designs and develops and/or assists in the design and development of training curriculum/lesson plans and other training resources.
  • Ensures that all employees maintain training and awareness in the safety area by updating training schedules, arranging training, monitoring training and conducting training sessions.
  • Serve as the liaison between 911/alarm monitoring for security and fire systems and DPR personnel.
  • Conducts scheduled and unscheduled site and in-the-field safety inspections.
  • Supports Drive Cam Program and ensures compliance with vehicle operator policies and procedures.
Communication:
  • Participate on the planning committee for the emergency management/incident management exercises.
  • Confers with management and other personnel to determine Safety and Training objectives.
  • Lectures classes on safety following outline, handouts, and texts, and uses visual aids, such as graphs, charts, videotape, and slides.
  • Demonstrates procedures being taught, such as first aid and life-saving techniques following course outline.
  • Investigate accidents and injuries, near miss incidents or anything that can result in an accident and report it to management team, Risk Management, and other departments as applicable.
  • Attend the monthly City-Wide safety committee meeting.
  • Participates in meetings, seminars, and Training sessions to obtain information useful in training others and integrates information into programs.
Employee Development:
  • Conducts employee needs assessment utilizing questionnaires and surveys; analyze and prioritize results.
  • Schedules employees for training and development programs/activities based on City and departmental policies and procedures, other mandates, and by special requests.
  • Monitors and evaluates training program activities; makes recommendation as deemed necessary.
Planning and Organizing:
  • Prepares and maintains appropriate records and reports of completed Safety and safety related training activities.
  • Ensure that all DPR units provide fire safety training, evacuation, and similar training to their employees and that they are keeping records of it.
  • Assist with planning tabletop exercises, as applicable.

Has considerable knowledge of educational and instructional practices, policies and procedures as necessary in the completion of daily responsibilities. Poses a thorough knowledge of injury on the job program and workers compensation. Ability to develop education, Safety and related training programs. Ability to compile, organize, prepare, and maintain an assortment of records, reports and information in an effective manner an according to departmental and/or governmental regulations. Has the ability to communicate effectively verbally and in writing with supervisors and other staff members. Has the ability to use independent judgment in routine and non-routine situations. Has the mathematical ability to handle required calculations. Is able to utilize and understand computer applications and techniques as necessary in the completion of daily assignments. Has the ability to plan, organize and prioritize daily assignments and work activities. Is able to comprehend and apply regulations and procedures of the department. Is capable of working under a minimum degree of stress related to duties that require constant attention to details and tight deadlines. Is able to read, understand, and interpret educational and instructional reports and related materials.
QUALIFICATIONS
Minimum Qualifications - Education and Experience
Bachelor's degree in Occupational Safety, Business Management, Risk Management, or related field required;
Three years experience in safety training/investigation, or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.
Certified as a Safety Professional by the Board of Certified Safety Professionals a plus.
Preferred Qualifications - Education and Experience
Other safety related instructor certifications are also a plus.
Licensures and Certifications
Must possess AED, CPR, and First Aid instructor training certification within 6 months of employment with the department.
