Job description

This position is responsible for providing direct support to the Office of Neighborhood Safety and Engagement, and coordinating partnerships with law enforcement, the community, and social service agencies to address Neighborhood Safety and decrease gang and gun related violent crime among youth and young adults.

  • Coordinates with partner agencies, social service providers, faith-based agencies and community members to create a unique support structure tailored to assist youth and other individuals engaged in or impacted by violence and provide alternatives to gun-related and other violent crime.
  • Outreaches to a range of government, education, health, judicial, enforcement, faith-based and other entities to gain commitments to participate in a whole of government and community effort to reduce violent crime.
  • Conducts surveys, fact-finding, and other research to identify best practices to address Neighborhood Safety and gun violence; analyzes local crime data and community and youth needs, identifies alternatives and recommends policies and strategies to address issues related to violence and Neighborhood Safety.
  • Maintains strong and collaborative working relations with social service organizations to prioritize assistance to individuals at high risk of carrying out or becoming a victim of violence through the provision of supportive services and various advancement activities, such as education, mentorship, conflict management, and career advancement.
  • Develops and evaluates plans; participates and assists with facilitating strategic planning meetings with City and community partners.
  • Evaluates and reports on performance of various violence reduction strategies and recommends measures to improve effectiveness of programs and initiatives.
  • Administers City grant programs and coordinates other incentive opportunities; evaluates feasibility of various program ideas and proposals; accurately determines eligible costs, conducts onsite monitoring (programmatic and financial), provides technical assistance, and processes reimbursement requests.
  • Maintains availability to respond day or night to incidents of violence as needed to share information about the availability of support resources and alternatives to ongoing violence and crime. Provides a nurturing and direct line of communication with all contacts as long as needed.
  • Outreaches to youth and youth organizations to engage in discussions regarding alternatives and paths out of violence. Engages youth in positive programs and tracks progress of participating youth and individuals as to the extent programs and support structures are helping to keep youth alive, out of incidents of crime and violence, and out of prison.
  • Develops and utilizes relationships to help connect and redirect persons identified to be at higher risk of violence toward positive opportunities and resources, including counseling, mediation, job training, employment, housing, recreation, and education.
  • Generates reports and briefings to update City and community partners on crime reduction and gun violence prevention efforts and outcomes.
  • Plans, coordinates, convenes, facilitates and participates in a wide variety of committee meetings and community events with various internal and external stakeholders.
  • Develops and implements strategies for engaging individuals with lived experience in violence prevention work as well as those with a past history of involvement in crime as credible messengers within the community to reach out to individuals and groups involved in violence and help redirect behaviors.
  • Prepares and presents memoranda, monthly project status reports, programmatic reports, and presentations. Maintains appropriate records and documentation in accordance with City, grant or programmatic requirements.
  • Makes recommendations to the director regarding the department's annual budget; reviews invoices and agency reports and payment requests for completeness and recommends payments.
  • Develops and implements extensive outreach efforts to educate and engage stakeholders, strengthen lines of communication; address barriers; build consensus; and implement more comprehensive violence intervention and prevention programs and activities.
  • Performs other related duties as assigned.
Bachelor's Degree in Business or Public Administration with two years of experience in project management in the field of criminal justice, public administration, juvenile justice, program management or a related field; or any equivalent combination of education, training, and experience. Experience in applied crime reduction and/or statistical analysis.
Must possess and maintain a valid state driver's license with an acceptable driving history.
Additional Requirements
Background investigation, including supervised drug screen, post offer/pre-employment medical screen; and verification of education, certifications, and licenses required prior to employment.Knowledge, Skills & Abilities
  • Knowledge of evidence-based violence prevention strategies.
  • Knowledge of program evaluation, research methods and reporting practices.
  • Knowledge of social issues such as racial/ethnic/economic inequity, especially as they relate to the criminal justice system.
  • Knowledge of case management, counseling and/or other social work strategies and methodologies.
  • Knowledge of the criminal justice system and youth violence.
  • Skills in oral and written communication.
  • Skills in interpersonal relations.
  • Skills in preparing administrative and analytical reports.
  • Skills in the operation of computers and other modern office equipment.
  • Skills in Microsoft Office Suite.
  • Ability to work well with individuals from a variety of backgrounds, including individuals engaged in group violence.
  • Ability to work in a fast-paced environment in areas known to have a higher incidence of violence.
Minimum Standards
SUPERVISORY CONTROLS: The Neighborhood Safety and Engagement Director assigns work in terms of general instructions. The supervisor spot-checks completed work for compliance with procedures, accuracy, and the nature and propriety of the final results.
GUIDELINES: Guidelines include City and department policies and procedures and program guidelines. These policies and guidelines require judgment, selection, and interpretation in application.
COMPLEXITY: The work consists of varied duties in the coordination of Neighborhood Safety and engagement activities. The need to coordinate the different case management systems of multiple project partners and work with populations engaged in, with a history or at high risk of violence contributes to the complexity of the position.
SCOPE AND EFFECT: The purpose of this position is to coordinate agencies, social service providers, faith-based agencies and community members in initiatives and the provision of services to decrease the incidents of crime and gun violence. Successful performance contributes to the efficiency and effectiveness of the Neighborhood Safety and engagement programs and a decrease in gun violence and crime.
PERSONAL CONTACTS: Contacts are typically with co-workers, youth and families, social service providers, faith-based agencies, community members, formerly incarcerated individuals, persons engaged with or at risk of violence, and the general public.
