The Risk Manager #EnterpriseRisk #PublicTransportation will have a deep understanding of taking a holistic approach to the agency’s exposure to risk. Reporting to the Chief Legal Officer, the Risk Manager will lead the development of enterprise risk goals and objectives:
- Advises Valley Metro leadership on issues and policies related to risk
- Evaluates and educates Valley Metro divisions regarding risk and risk exposure
- Attends and participates in professional group meetings and stays abreast of trends, technology, and innovations in the field of risk
- Oversees insurance, self-insurance, claims settlement, and workers’ compensation
- Provides oversight and evaluates service delivery methods and business processes
- Prepares, reviews, and presents reports, analysis, informational updates and special projects

Minimum Qualifications & Requirements
- Bachelor’s degree in Business Administration or a related fieldand
- Five (5) years of increasingly responsible experience in risk management and insurance in a leadership or supervisor capacity to include workers' compensation, tort, and insurance.
Preferred Qualifications:
- Risk management experience within the transit industry
- Risk management experience in the public/government sector
- Specific training and/or certifications related to risk management

Examples of Duties / Knowledge & Skills

- Ensures Valley Metro compliance with federal, state, and local requirements related to risk insurance, safety, federal regulations, workers’ compensation, liability and contractual risk transfer.
- Establishes an Agency-wide structure for integrated risk management (IRM), where loss data is collected and maintained, line managers and executives understand risks, and the Agency works cross-functionally to reduce losses.
- Oversees and administers all insurance issues and works with outside brokers to review, modify, and negotiate insurance requirements. Completes and reviews all insurance and risk management questionnaires. Oversees and maintains all certificates of insurance for Valley Metro.
- Provides comprehensive review, analysis, and recommendations regarding Valley Metro’s insurance needs. Develops insurance specifications and prepares all statistical data to provide prospective underwriters with specifics for rating premiums. Analyze and recommend appropriate levels of self-insurance retention and policy limits.
- Reviews, investigates, administers and resolves general liability, automobile liability, property, restitution and subrogation claims on behalf of Valley Metro in consultation with the Chief Legal Officer.
- Prepares recommendations to Chief Legal Officer on accepting, settling, or denying claims.
- Monitors vendor contracts. Oversees contractor claims process to ensure claims are resolved in accordance with contract requirements.
- The Risk Manager will collaborate with Human Resources to conduct a comprehensive review of drug and alcohol compliance, ensuring adherence to FTA oversight requirements.
- Develops and implements policies specific to loss control and prevention, safety, risk management, workers’ compensation and claims administration.
- Trains, supervises, and evaluates the performance of assigned personnel.
- Manages assigned budget, monitors and controls expenditures. Reviews and generates records and reports for accuracy, completeness, and conformance to policy and procedures. Processes and tracks expenses and indemnity payments for ad hoc reporting, actuarial studies, and budget preparation.
- At the direction of the Chief Legal Officer, reviews Agency contracts and agreements for risk transfer and insurance provisions that adequately protect Agency assets.
- Coordinates various training programs and related oral presentations related to risk and liability mitigation.
- Reviews and analyzes proposed legislation and court decisions related to insurance.
- Works safely and cooperatively with co-workers and the public.
