The Department of Health and Human Services (DHHS) is dedicated to promoting health, safety, resilience, and opportunity for Maine people. The Department provides health and social services to approximately a third of the State's population, including children, families, older Mainers, and individuals with disabilities, mental illness, and substance use disorders. The Office of Child & Family Services (OCFS), within DHHS is responsible for ensuring the safety, permanency and well-being of children and families throughout Maine. OCFS fulfills its mission through: Children’s Behavioral Health Services, Child Welfare Services, Early Care and Education Services and Operations. This position is a member of the Children’s Behavioral Health Services Unit. This position may require travel throughout the State of Maine.

This position will be responsible for carrying out the day-to-day operations of the Pediatric Mental Health Care Access Program (PBHCA) grant from HRSA. Tasks include but are not limited to conducting program outreach to recruit new providers to the program; attending required grant meetings; completing and submitting required reports; serving on the advisory board and executive committee; maintaining the Maine Pediatric Behavioral Health Partnership (MPBHP) website to provide resources for the grant partners and community providers; identifying new resources and providing outreach to spread awareness; supporting program participants with resource needs; coordinating and disseminating surveys to the community providers after trainings; and working with the evaluation team to ensure an achievable data collection and evaluation plan is developed and implemented.
2. Knowledge, Skills and Certifications
Specific qualifications needed to perform the job including, necessary licenses, knowledge, skills, education, experience, training, and technical skills.
1. Knowledge of CBHS system of care including applicable rules, laws/statutes, regulations, policies, and procedures governing CBHS services.
2. Prior experience in the provision of Behavioral Health services to children and families and an understanding of the funding and legal structure of Behavioral Health services.
3. Ability to understand federal grant requirements and deliverables, meet project goals, and meet deadlines for federal reporting.
4. Ability to communicate clearly and effectively, both orally and through written form, to a variety of audiences, individually and in groups, and to explain legal requirements and/or policies.
5. Knowledge of resource development techniques and practices, data collection, and research.
3. Duties and Deliverable (Outline of specific job duties)
Specific duties required of the resource, as well as any expected deliverables, including necessary travel expectations.
Grant support tasks such as:
1. Supporting implementation of the MPBHP and all grant requirements, including attending required grant meetings;
2. Gathering data necessary to inform required grant reporting;
3. Supporting implementation of contracts deliverables related to the grant;
4. Attending the advisory board and the executive committee meetings;
5. Providing daily support to the MPBHP partners, including identifying resources and providing outreach to spread awareness, supporting program participants with resource needs, coordinating and disseminating surveys to the community providers after trainings, and coordinating education sessions through ECHO sessions and webinars;
6. Traveling as required under the grant and as necessary to achieve goals of the program;
7. Supporting MPBHP website maintenance to provide resources to grant and community partners.
4. Schedule
Summary of work schedule, including normal working hours, on-call expectations, allowed time off (which is non-billable), ability to work remote.
The work schedule will be coordinated with the Associate Director of Children’s Behavioral Health. The position is anticipated to be a 40 hour per week position with no overtime. The work can be performed remotely but may require some on-site meetings/events or other travel.
