Position Summary:

IEM is looking for a Full Time- Resource Coordinator.

Primary Location:

  • Candidates must live in Vermont.
  • Primary work sites will be across nine disaster-declared counties of Caledonia, Chittenden, Lamoille, Orange, Orleans, Rutland, Washington, Windham, and/or Windsor in Vermont, USA
  • Reliable transportation will be required for this role.

Travel Requirements:

  • This position will require work to be conducted onsite and may require work on weekends or in excess of 40 hours per week.
  • All interested candidates must be willing to work on site for the duration of each disaster assignment. Assignments typically may last up to 6 months with potential for extension.

Essential Functions:

  • Conduct intake and registration for survivors, assessing their disaster-caused needs, particularly housing needs, and coordinating access and referrals to resources to meet those needs.
  • Conduct initial program eligibility reviews.
  • Maintain regular contact with survivors and conduct monthly recertifications for continued program eligibility.
  • Research and identify possible sources of services and goods for survivors.
  • Coordinate with Voluntary Organizations Active in Disasters (VOADs), non-profit organizations, Long-Term Recovery Groups (LTRGs), and private sector in partnership with local, state, federal, and other emergency management stakeholders to meet the needs of individuals, families, and communities.
  • Conduct outreach to potential partners, including non-profit organizations, faith- and community-based groups, private sector companies, and foundations to determine interest and ability to assist survivors with needed resources.
  • Provide streamlined, comprehensive, and accessible information regarding local, state, and federal programs, policies, public-private connections, and situational awareness to AHS/DCF and other partner organizations/agencies.
  • Provide referrals to disaster survivors with remaining unmet needs in coordination with local, state, and federal Individual Assistance, mass care, and voluntary organizations, and other partners.
  • Develop spreadsheets, diagrams, and process maps to document needs.
  • Support operations, conduct registration, intake, and placement into non-congregate sheltering for disaster survivors.
  • Ensure resource availability and allocation.
  • Support project work as required – This could mean short or long term (up to 50 weeks) deployment.
  • Perform other related duties as assigned.

Minimum Qualifications:

  • One (1) year of experience responding to natural, technological, and human-caused disasters in mass care, human services, or similar role.
  • Bachelor’s degree (public administration, emergency management, social sciences, or related field is a plus), and 1 year of relevant work experience OR associate degree plus two years of relevant work experience.
  • The Resource Coordinator must understand their role as a service provider to the client and survivor, and approach projects with this priority in mind.
  • Proven working experience in project management.
  • Excellent client-facing and internal communication skills.
  • Excellent written and verbal communication skills.
  • Solid organizational skills including attention to detail and document management skills.
  • Strong working knowledge of Microsoft Office.

Preferred Qualifications:

  • A bachelor’s or master’s degree (social sciences, public administration, emergency management, or related field is a plus) and/or 2 years of experience in the administration of Federal/State Individual Assistance Programs, specifically, Individuals and Households Program, Public Assistance Non-Congregate Sheltering, and Disaster Case Management
  • Mass care and human services experience is a plus.
  • Proficient user of Smartsheets.
  • FEMA Trainings that need to be completed before hire:
    1. ICS 100, 200, 700, 800
    2. IS 403 - Individual Assistance
    3. IS 405 - Mass Care/Emergency Assistance
