Job Description
ASU's American Indian Policy Institute (AIPI) and Center for Indian Education (CIE) are seeking an experienced, detail-oriented Research Analyst knowledgeable of American Indian policy with a focus on education law and policy and the rights and roles of tribal governments to developing and implementing tribal education laws, tribal education standards, and tribal education plans. Applicants should also be knowledgeable of the rule-making process of the Federal Government, Tribal Governments, and Federal Agencies, including the Bureau of Indian Affairs (BIA) and Bureau of Indian Education (BIE). The policy analyst will conduct research and track policymaking at the Federal and state of Arizona government levels. The candidate is expected to participate in creating quarterly legislative updates and draft policy and research briefs, explainers, blogs, and articles on targeted issues relevant to American Indian policy with an emphasis on tribal education. This position will have a high technical and complex involvement, requiring a degree of responsibility and judgment, highly specialized skills, or technical knowledge.

  • Regular use of standard office equipment including, but not limited to: computer workstation/laptop (keyboard, monitor, mouse).
  • Activities are also frequently performed in a virtual (Zoom) environment.
  • Activities are performed in an environmentally controlled office setting subject to extended periods of sitting and required to stand for varying lengths of time and walk moderate distances to perform work-frequent bending, reaching, lifting, pushing, and pulling up to 25 pounds.

Minimum Qualifications
Bachelor's degree in a related field AND three years of experience in research, information analysis or program evaluation; OR, Master's degree in a related field AND one year of experience in research, information analysis or program evaluation; OR, Any equivalent combination of education and/or experience from which comparable knowledge, skills and abilities have been achieved.

Desired Qualifications
  • A minimum of three (3) years experience in working on American Indian policy and/or with American Indian/Alaska Native tribal governments or communities.
  • Experience in working on Tribal education issues.
  • Experience in policy analysis, policy recommendation preparation, and research methods for legislative proposals and preparing speeches, correspondence, and policy papers.
  • Experience in conducting research and writing reports on American Indian issues.
  • Demonstrated interest and experience in relevant policy work; excellent legal and policy writing skills;
  • Experience in working with people at various levels and sectors, e.g., tribal representatives, program directors, state and federal officials, consultants, etc.
  • Experience serving on advisory committees in various capacities.

Essential Duties
  • Coordinates and conducts archival and online research for special management, policy, and research activities.
  • Coordinates the development of data for special management, policy studies, and/or research activities.
  • Analyzes data and information and assists in writing proposals, research progress, and other reports.
  • Makes recommendations to management, public/private sector representatives, and external constituencies in coordination with directors.
  • Maintains current knowledge of government policy decisions.
  • Collects, analyzes, and interprets data such as election results and public opinion surveys; report on findings, recommendations, and conclusions.
  • Interprets and analyzes policies, public issues, legislation, and/or the operations of governments, businesses, and organizations.
  • Write drafts of legislative proposals and prepare speeches, correspondence, and policy papers.
  • Work with CIE Director and AIPI Executive Director to establish policy and research priorities;
  • Analyzes developments in the industry; remains current regarding significant developments and/or initiatives occurring
  • Utilizes micro-computer programs, such as Excel, Access, Microsoft Word, PowerPoint, Google Docs, Google Sheets, Google Slides, Google Surveys, and Qualtrics.
  • Establishes a resource network in the community, the nation, and the international arena to identify and cultivate partners.
  • Performs independent studies, internet, and library searches on relevant subjects.
