Job Purpose


The mission of Hope of the Valley Rescue Mission (HOTV) is to prevent, reduce, and eliminate poverty, hunger, and homelessness by offering immediate assistance and long-term solutions.

The Regional Sr.HR Generalist will work in a dynamic, growing, fast-paced non-profit Organization and leading provider of homeless services in the nation. Our Sr. HR Generalist will be dedicated to serving and supporting employees and staff, and to building a work environment where employees feel involved and empowered to offer their best. Key Responsibilities


TheRegional Sr. HR Generalistperforms a variety of complex human resources duties on a professional level, partnering closely with senior HR team members and various directors and managers across HTM in supporting HR processes and department-specific strategies. This position carries out responsibilities in the following functional areas: benefits administration, employee relations, training, performance management, onboarding, policy implementation, recruitment/employment, and employment law compliance.

The Regional Sr. HR Generalist is an essential and strategic partner of the HR leadership team and serves as a mentor for other HR team members.

Essential duties and responsibilities include the following, other duties may be assigned:

  • Assists with the implementation and compliance of personnel policies and procedures.
  • Ability to professionally perform at a high level using discretion and effective communication skills as it pertains to employee and manager situations.
  • Point person for complex employee relations issues working closely with Human Resources Director, as needed.
  • Functions collaboratively as part of a fast-paced, service-oriented team.
  • Develops and maintains positive and effective working relationships with HTM’s directors, managers, and staff.
  • Interprets and administers leave of absence programs, including CFRA, FMLA and military programs in accordance with CA and federal law.
  • Provides occasional administrative, operational and training support to the human resources department and/or HTM’s departments and assists in various audits, research projects and or/special projects.
  • Ability to maintain confidentiality and use discretion at all times.

Key Responsibilities

Recruiting

  • Working closely with the Generalists and Human Resources Director, actively oversee recruitment with relevant site directors/managers including auditing, editing and creating job descriptions.
  • Post job openings, gathering information on new applicants, contacting references, and informing employees of their hiring status.

New Hire Application Process/ New Employee Orientation

  • Helps facilitate the entire new hire application process.
  • Oversee the assembly new hire information packets.
  • Update HR files and assist with HR compliance/confidentiality.
  • Responsible for overseeing coordinating the on-boarding processes for all new hires from the date of signing the offer late to the date of hire.
  • May collect the required employment information such as I-9’s, employment applications, background checks, reference checks, resumes, and benefits information.
  • Accurately fills out and properly stores I-9 information.
  • Accurately enters all new-hire data into Paychex/ADP.
  • Meticulously review the New Hire Checklist and make sure that new employees files are organized and have all Pre-employment and New Hire package forms inserted and updated.
  • Back up for new hire orientation.
    In addition to serving as a vital representative of the organization, theSr. HRGeneralist:


  • Teams with the Human Resources department to build a performance culture that meets the dynamic homeless services environment in a growing organization.
  • Possesses current working knowledge of employment law and regulations including FMLA, ADA, FLSA and EEO/ADA.
  • Serve as a link between the Department of Human Resources, vendors, and employees by handling questions, interpreting and helping resolve work-related problems.
  • Assists the Human Resources Team with advising managers on organizational policy matters, such as equal employment opportunity and sexual harassment, and recommend needed changes.
  • Assists the Human Resources department with performing difficult staffing duties, including dealing with understaffing, refereeing disputes, terminating employees, and administering disciplinary procedures.
  • Accurately process IWOs (such as Child Support, Garnishments, etc.), EDD UI claims, and EDD Benefit Audits in a timely matter.
  • May represent the organization at personnel-related hearings and investigations.
  • Assists in accurately administering compensation, benefits, and Leave of Absence management.
  • Assists the Director of Human Resources with employee investigations complaints, grievances and internal claims.
  • Assists the Director of Human Resources in training Directors and Managers on how to handle employee relations issues and to comply with employment laws.
  • Assists the Director of Human Resources in delivering presentations to staff regarding human resources policies and procedures including in-training workshops.
  • Acts as senior point person in Chief and Director absence.
  • Other duties assigned.


Qualifications

  • Understands and supports the Mission and Vision of Hope the Mission.
  • Minimum of 5 years of Human Resources Generalist experience in the state of California.
  • Experience in CA Employee & Labor Relations, Talent Acquisition, and CA Compensation & Benefits.
  • BA degree in Human Resources, Business Administration, or equivalent HR work experience.
  • Ability to deal with confidential information.
  • Must be able to work in fast pace, under pressure, and under strict deadlines.
  • Excellent written and verbal communication skills, including presentation skills.
  • MAC proficiency required.
  • Google suite proficiency required.
  • Proficient with database applications.
  • Possess the necessary initiative, adaptability, and responsibility to work with minimum supervision.
  • Excellent time management skills. Must possess the ability to meet deadlines and work with attention to detail.
  • Must possess excellent problem-solving skills.
  • Ability to interact with others professionally.
  • A criminal background check is required.
  • Local travel to various sites may be required.
  • A Valid CA driver's license is required.

Expertise, Knowledge, Skills and Abilities:

  • SHRM California Law HR Specialty Credential is highly preferred
  • Extensive experience in Paychex Flex/ ADP
  • Able to maintain department productivity with minimal oversight
  • Excellent communication and follow-through skills
  • Ability to use initiative, be self-directed, and use independent judgment
  • Display integrity and ethics in handling confidential information
  • Consistently offer professional, friendly and engaging service
  • Good judgement and ability to work well with others as a team and follow instructions

Employee may work in proximity with service animals and emotional support animals. Use a desktop and/or laptop computer; copy, postage and fax machines. Complete all required forms in personal writing.
