Venice Community Housing (VCH) supports and builds equitable and inclusive communities by providing affordable housing with supportive services, education, employment programs, and public policy advocacy that advances racial and economic justice. VCH is a community-based, nonprofit organization engaged in a variety of housing and community development programs. VCH owns and manages 309 units of affordable and supportive housing, as well as 28 units of interim housing, and is in a period of growth with an additional 500 units in the predevelopment/construction stages.
JOB DESCRIPTION:
The Regional Property Manager for Affordable Housing, specializing in HUD and Tax Credit properties, is responsible for overseeing the management, operations, and leasing activities of multiple properties within the affordable housing sector. This role requires expertise in compliance with HUD regulations and Tax Credit guidelines and experience in successfully managing new lease-up processes.
ESSENTIAL FUNCTIONS:
  • Property Management:
    • Supervise the day-to-day operations of a portfolio of affordable housing properties, ensuring compliance with all relevant governing agencies' regulations and guidelines.
    • Implement and maintain efficient property management systems, including rent collection, maintenance requests, vendor management, and resident communication. Represent VCHC and interact with tenants with the intent of solving problems, enforcing House Rules and Lease Agreements, and communicating community issues, concerns, and solutions to the Director of Property Management 
  • Leasing and New Lease Ups:
    • Oversee the leasing process, including application processing, applicant screenings, and lease signings.
    • Develop and execute strategies to effectively market new lease-ups to achieve maximum occupancy within specified timeframes.
    • Coordinate with marketing teams to create attractive leasing campaigns and promotional materials for new properties.
  • Compliance:
    • Ensure strict adherence to  HUD regulations, Tax Credit guidelines, and other relevant affordable housing program requirements.
    • Regularly review and update property policies and procedures to align with current regulations and industry best practices.
  • Tenant Relations:
    • Foster positive relationships with residents by addressing their concerns, inquiries, and issues promptly and professionally.
    • Develop and implement resident retention strategies to enhance tenant satisfaction and minimize turnover.
  • Financial Management:
    • Assist in preparing and managing property budgets monitoring expenses and revenue to achieve financial goals.
    • Provide senior management with accurate financial reports and forecasts, highlighting variances and recommending appropriate actions.
  • Staff Supervision and Development:
    • Lead and mentor property management staff, providing guidance, training, and support to ensure a cohesive and motivated team.
    • Conduct regular performance evaluations and implement development plans to enhance staff capabilities.
  • Reporting and Documentation:
    • Maintain accurate and up-to-date records, files, and documentation related to property management, leasing, compliance, and financial matters.
    • Generate regular reports for senior management and external stakeholders as required. 
  • Vendor and Contractor Management:
    • Collaborate with vendors and contractors to ensure timely completion of maintenance and repair requests, maintaining property appearance and functionality.

QUALIFICATIONS:
  • Bachelor's degree in Business Administration, Real Estate, Property Management, or related field (or equivalent experience).
  • Minimum of 5 years of experience in property management, with a proven track record in managing affordable housing properties, including HUD and Tax Credit properties.
  • In-depth knowledge of HUD regulations, Tax Credit guidelines, and affordable housing compliance requirements.
  • Understanding of the Housing First model for the chronically homeless with mental illness and substance abuse.
  • Strong understanding of property management software and tools.
  • Excellent communication, negotiation, and interpersonal skills.
  • Ability to lead, motivate, and manage a diverse team.
  • Proficiency in financial management and budgeting.
  • Problem-solving skills and the ability to make sound decisions under pressure.
  • Familiarity with fair housing laws and regulations.
  • Certification in property management (e.g., COS, TCS, CPM) is a plus.
  • Understanding of the Housing First model for the chronically homeless with mental illness and substance abuse.
  • Must be organized and detail-oriented; have the ability to juggle priorities, work independently, have problem-solving skills, good listener, have common sense and excellent people skills.
  • Ability to learn new tasks and set for long periods of time
  • Ability to work as a team, and be detailed and organized
  • Candidate must be proficient in computer skills including spreadsheets, email and database software; knowledge of RealPage is a plus.
  • A valid California Driver's License and proof of insurance is required.
  • Ability to communicate through print: emails and letters.
  • Ability to work independently.

PHYSICAL REQUIREMENTS:
  • Stationary position approximately 40% of the time.
  • Operates a computer and other office machinery such as fax, copy machine and phone.
  • Ascends/descends stairs, moves inside and outside the office, apartments, buildings, etc.
  • Frequently moves objects weighing up to 30 pounds.
  • Required to have visual acuity to perform the following tasks: operating a motor vehicle, viewing a computer terminal, reading and writing and conducting building and unit inspections.

SALARY:
  • $70,000-75,000 per year, including medical, dental, vision, basic life, voluntary life, Aflac, 403 (b), vacation, sick time, 14 holidays and 2 personal days.
