Working Title: Referral Coordinator
Program: Business Services Team
Pay Range: $20.63-$22.74/hour
Location: The Dalles(may be able to serve clients in all three counties(Wasco, Sherman and Hood River)
FTE:1.0(37.5 hours a week) 
Schedule: 8:30am-5:00pm with an hour lunch
FSLA Status: Non-Exempt
Mid-Columbia Center for Living (MCCFL) is a recovery-oriented, trauma-informed service provider for persons with serious mental illness, and substance use disorders. MCCFL seeks to become consumer-involved, consumer-engaged, and consumer-driven. The employee must embody principles of recovery, consumer-involvement and trauma-informed care as demonstrated in prior work experience, daily attitude, and professional behaviors.
General Statement of Duties
The Referral Coordinator provides referral coordination from initial contact through discharge for mental health, substance use disorder (SUD) and access to other programs offered at Mid-Columbia Center for Living.  This involves engaging clients in services, timely processing, coordination and tracking of services, including intakes, internal referrals, and discharges; coordination with all programs; and assisting with quality management activities.
Essential Responsibilities of Referral Coordinator:
  • Responsible for effective referral coordination of relevant services for individuals and families making initial contact with MCCFL.
  • The Referral Coordinator performs a full range of clerical and administrative work in direct support of clinical and agency workflow.  
  • Must have the knowledge and ability to interact with mentally ill, developmentally disabled and alcohol or drug affected persons and able to understand the behavior of people under stress; ability to develop cooperative relationships with patients, their families, and the community agencies/resources; ability to maintain a relationship with physicians, law enforcement agencies, the court, public and private administrators and the community in general; ability to accurately document client information while talking on the phone or in person. Must be computer literate and have the ability to type and utilize word processing and other software programs/systems.  Proficiency in oral and written communication.
  • The Referral Coordinator provides intake coordination from initial contact. This involves; verifying if client is in the Electronic Health Record (EHR) and updates their core information, Assisting the potential client with onboarding to specific program, timely processing, coordination of services, including intakes, internal referrals; coordination with all programs.
  • Able to maintain confidentiality and adhere to all clinical and MCCFL program policies and procedures.

Position Specific Essential Responsibilities:
  • Manage all calls and referrals for services and assist clients in accessing services within MCCFL and/or other community resources. Determine source and informs client of appropriate intake procedures.
  • Emphasis of work is on consistent coordination with primary care, community agencies, developmental disability service providers, housing, and other social services.
  •  Assisting the potential client with onboarding to specific program
  • Utilizing the agencies EHR to internally track onboarding of client
  • Responsible for maintenance and timeliness of all records, notes, and other required documentation.
  • Ability to function as a member of a team and participate in all team and agency meetings as scheduled.
  • Provides back up coverage for Business Services staff in assigned business office to ensure optimum coverage as appropriate
  • Monitors workflow of Business Services staff in assigned business office and communicates regularly with Business Service Team Manager regarding performance and workflow needs
  • Performs special projects as assigned.

  • Other duties as assigned by Business Service Team Manager.

Job Specifications:
Any qualifying combination of education, licensure and experience that demonstrates the ability to perform the duties of the position is qualifying. This would typically include:
  •  High school diploma or GED and/or preferred two (2) years of office support or administrative tasks/experience in a Behavioral Health or primary care office setting.
  • Accurate keyboarding of at least 40 words per minute.
  • Relevant work experience in a medical setting is desired.
  • Bilingual fluency Spanish/English is desired.
  •  Must possess a valid Oregon or Washington Driver’s license and be insurable for infrequent travel between business offices or possess an alternative reliable mode of transportation.
  • Must pass all criminal history check requirements as required by ORS 181.536-181.537 and in accordance with OAR 407-007-0200 – 407-007-0370.

Other Required Knowledge, Skills and Abilities:
Knowledge: of office functions; including staff scheduling and workflow; knowledge of the principles and practices associated with modern clerical support work; knowledge of business English and grammar; knowledge of medical terminology and electronic health record systems; knowledge of basic bookkeeping; strong knowledge of standard office equipment and multi-line telephone systems; general knowledge of symptoms and challenges faced by people with mental illness; general knowledge of community resources available to mental health consumers.
 Skill:  Strong skill in keyboarding and data entry; strong skill in the use of standard office software, including MS Excel and Word; skill in the use of database software.
Ability:  Ability to understand and effectively apply the concepts and practices of a trauma-informed philosophy in performing the work. Ability to work within strong professional ethics and rules of confidentiality to provide effective services. Ability to project a positive, professional image of MCCFL; ability to maintain a strong service orientation; ability to organize and execute work to maintain an effective work flow in the office; ability to discern appropriate responses and alternatives, and apply judgment within established parameters; ability to follow established procedures and work productively under general supervision; ability to work with grace and good humor, sometimes in difficult interpersonal exchanges with clients; ability to work cooperatively with other departments and community partners.
Leadership Received:
The Referral Coordinator will be supervised by the direction of the Business Services Manager under the assigned program.  Supervisor leadership is not a normal responsibility of this classification.
Mental Demands:
The work assigned is diverse and involves addressing new and unusual circumstances in which outcomes may negatively affect costs, employee morale or clients. The work regularly involves a degree of unpredictability and disruption of planned tasks requiring a flexible time management approach. The referral Coordinator will be tasked with managing the mental demands of the position while monitoring and supporting client care and staff relationships.
Physical Demands:
The Referral Coordinator must have the ability to quickly assess and respond to concerns related to interpersonal and environmental safety as well as client care.
While performing the essential duties of this position, the employee is regularly required to use office automation including computer and phone system that requires fine manipulation, grasping, typing, and reaching. The employee may be required to sit or stand for several hours at a time, depending on environment and need. This position may occasionally be required to lift up to twenty (20) pounds, and to kneel, reach, bend or squat while in the office or in the community.
Work Environment:
Work is performed in an office environment. The office environment is typically with moderate stimuli and may often result in exposure to increased sensory experiences. The Referral Coordinators expected to perform work responsibilities in the same settings in which employees are required to work.
Interpersonal Responsibilities:
The Referral Coordinator will complete all training requirements on a timely basis. This employee will display effective communication and interpersonal skills. This position must be flexible and able to support colleagues and staff and will be comfortable in asking for clinical support when needed.
