Hiring Range: $26.97 - $29.67 hourly
Work Schedule: Generally, 40 or more hours per week - typically 7:00 am-3:30 pm, Monday-Friday, with some evenings, weekends, and holiday events as determined by the needs of the Town On-call scheduling will occur as required.
NATURE OF WORK
As a member of the Public Works - Streets Division, individuals in this position perform a variety of duties, including but not limited to, field inspections for the Town's maintenance and capital improvement projects for the following areas but not limited to streets, alleys, bridges, sidewalks/trails, water, sanitary sewer, and storm drainage infrastructure, other technical duties, and administrative duties.
Individuals in this position provide an essential service to protect public health and improve quality of life, along with conducting safe and thorough field inspections for temporary and permanent construction sites to ensure compliance with the Town's approved construction plans, standards, and specifications.

Individuals work under the general supervision of the Public Works Engineering Superintendent to carry out assigned duties, functions, roles, and projects in both routine and complex circumstances.
Essential Job Functions
ESSENTIAL JOB FUNCTIONS
The individual in the Public Works Construction Inspector role is assigned specific assignments, job duties, scope, authority, responsibility, roles, and requirements as determined by the town, department, division, and pursuant to laws, regulations, and practices. Individuals in this position must be able to successfully perform, be responsible for, and/or assist in the fulfillment of many job functions and duties, with or without reasonable accommodation.
The following duties and responsibilities are illustrative of the primary functions of this position and are not intended to be all-inclusive:
- Inspects the construction of public improvements as part of the Town of Windsor maintenance and capital improvement programs, including, but not limited to, water, sanitary sewer, irrigation, storm drainages and storm sewer mains and appurtenances, concrete structures, curbs, gutters, sidewalks, trails, accessible ramps, bridges, asphalt & concrete pavement, and pavement resurfacing and rehabilitation of all types.
- Observes, inspects, and ensures that infrastructure is installed in accordance with approved plans, standard details, specifications, and common construction practices. Performs inspections during and upon completion of construction for line, grade, slope, and material placement.
- Maintain accurate inspector daily records of the work through documentation and photographing. (e.g., personnel, equipment, materials, quantities, site conditions, specialty trades). Work with contractors to measure quantities of completed work for invoicing and budget tracking.
- Inspect right-of-way excavations related to dry utility company and private utility line repairs.
- Coordinate construction of public infrastructure with the general public, and local agencies, such as Fire Departments, Police Departments, Colorado Department of Transportation, school districts, and surrounding communities.
- Review temporary traffic control plans, verify that temporary traffic control setups are correct, and proactively take the appropriate steps to correct anything incorrect.
- Commitment to delivering excellent customer service and maintaining positive working relationships with contractors, the general public, utility company representatives, and other town department personnel during construction projects.
- Develop a public improvement punch list (list of defective items) as part of the acceptance of projects and follow up to determine the completeness of the punch list.
- Evaluate unexpected field conditions during construction and assist the project engineer in determining the appropriate course of action.
- Perform data collection with GPS survey equipment on new and existing utilities, such as storm and sanitary sewer manholes, water valves, pipelines, pipe fittings, and other appurtenances, and other infrastructure.
- Ensures conformance with the current Americans with Disabilities Act regarding the Public Right of Way.
- Keep the Project Manager(s) informed on the progress of the work, conflicts, and supply of asphalt, concrete, and any other material.
- Utilizes software, such as PAVER, Cartegraph, and other job site inspection programs to track and document existing conditions and daily inspection activities.
- Assists with the coordination of inspection schedules and on-site meetings with contractors.
- Helps resolve conflicts with contractors, the general public, utility company representatives, and other Town department personnel, during construction projects.
- Assist with snow operation tasks in plowing, removing, and hauling snow and ice, along with applying deicers to streets and roads.
- Perform and foster an environment of safe work practices and report safety issues promptly to the direct supervisor.
- Performs other duties as assigned by direct supervisor.
- Respond to emergencies or after-hours call-outs as needed.
- Respond to customer inquiries and complaints as directed.
- Ensure compliance with approved design drawings and local and state requirements.
- Work closely with contractors, developers, architects, engineers, and the public; explain laws, codes, and regulations related to development and construction activities.
Depending on organizational need, additional duties may include the following:
- The Public Works Construction Inspector position participates in the Shared Fleet Vehicle Program, which requires a weekly motor vehicle record check.
- The Public Works Construction Inspector position is part of the snow removal program, which includes scheduled on-call responsibilities typically during the months of October to April. The Public Works Construction Inspector is required to review and acknowledge the Snow Guidelines annually.
- May participate in Town employee committees, projects, or assignments as required.
- May be involved in special projects directly or indirectly related to essential job functions.
- Continues educational and certification requirements to remain abreast of current methods and procedures.
- Performs research as directed, such as discovering new technology or tools, market research, etc.
- Performs related duties as established by law/ordinance or reasonably directed by the town.
- Assists other town departments/divisions, as necessary.
Education, Knowledge, Skills, Abilities
EDUCATION, EXPERIENCE AND FORMAL TRAINING
- Minimum high school diploma or equivalent.
- Must be 21 years of age by the first date of employment.
- Two (2) years of directly related field inspection experience preferred in Public Works, Streets, Bridges, Asphalt, Concrete, Sidewalks/Trails, Stormwater, Water, Sewer, Engineering, Civil Construction, Surveying, and/or material testing.
- Two (2) years of coursework in construction methods.
- Equivalent combination of training and experience that provides evidence that the applicant possesses the required knowledge, skills, and abilities to perform the essential functions of the job.
LICENSES OR CERTIFICATES
- Must have a current Colorado Driver's License or the ability to obtain one upon hire that meets the Town of Windsor's standards; ability to maintain throughout employment.
- FEMA Certifications 100, 200, and 700 within one (1) year of employment.
- CPR/1st Aid Certification or ability to attain within three (3) months of employment.
- Flagger certification or ability to attain within one (1) year of employment.
- CDOT Inspector Certification preferred (ability to obtain).
- American Concrete Institute (ACI) Concrete Pavement Inspector Level 1 including Field Testing Technician Grade 1 preferred (ability to obtain).
- Certified Paving Inspector (CPI) certification preferred (ability to obtain).
- Traffic Control Technician (TCT) certification & Traffic Control Supervisor (TCS) certification preferred (ability to obtain).
- Colorado Class I Water Distribution System Operator certification preferred (ability to obtain).
KNOWLEDGE, SKILLS & ABILITIES
- Proficient in exercising initiative and independent judgment in routine and non-routine circumstances and in critical situations; make proper notifications to the Public Works Engineering Superintendent as well as making decisions within the scope of assigned authority.
- Ability to read and interpret civil engineering plans, contracts, maps, regulations, specifications, standards, diagrams, procedures, and legal documents.
- Ability to communicate/present information effectively orally and in writing to individuals and groups.

- Familiar with CDOT publications, including the Standard Specifications for Road and Bridge Construction, Construction Manual, and Inspector Checklists.
- Knowledge of the requirements and regulations in the Town of Windsor standards & specifications and can enforce such requirements for all public improvements.
- Knowledge of and adherence to construction site safety requirements.
- Knowledge of materials, methods, and equipment that is utilized in Public Works Construction projects.
- Knowledge of erosion and sediment control and civil engineering specifications, theories, principles, methods, practices, and applications to the municipal project process.
- Strong written and verbal communication skills with the ability to effectively communicate and interact positively and cooperatively with all levels of town personnel along with contractors, and the general public.
- Possess basic computer skills, including good knowledge of and experience using Microsoft Office including Word, Excel, and Outlook.

- Equipment: The position requires the use of various equipment, including but not limited to pickups, trailers, snowplow trucks, pumps, compressors, common hand and power tools, shovels, rakes, brooms, and wrenches. Operate staff vehicles, refueling stations, electric car charging stations, fluid dispensing systems, wash facility & equipment, two-way radios, computers/tablets/other electronic equipment, calculators, copiers, printers, cameras, scanners, fax machines, telephones, water valve wrench, magnetic locator, shovel, survey instrument. Inspection and testing equipment such as locators, manhole hooks, hand tools, and ladders.
- Materials: The position requires the use of weed chemicals like herbicides, pesticides, fuels, oils, lubricants, adhesives, degreasers, grease, refrigerants, antifreeze, and cleaning supplies. Paints, sealers, lacquers/thinners/solvents, epoxy's, concrete/cement, dirt/backfill, sand, road base, gravel, hot & cold patch asphalt, chemical hardeners, concrete sealers, and other materials as needed.
