Incumbents will be assigned to do inspections for public infrastructure. Depending upon assignment, incumbents perform site/field inspections on Town CIP and private development projects; monitoring and testing of soils, concrete, asphalt, sewer, water, utilities, and pipe installations; conduct meetings, and prepare construction and final acceptance letters and other reports to management.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

The following statements are illustrative of the essential functions of the job and do not include other nonessential or peripheral duties that may be required. The Town of Johnstown retains the right to modify or change the duties or essential functions of the job at any time.

  • Perform inspections to ensure compliance with plans and specifications in the areas of concrete inspection, underground utility construction, street light and traffic signal construction, temporary traffic control, asphalt construction, grading, erosion and sediment control, and final approval of project; and oversee testing of sewer mains and manholes; evaluate the current working conditions to make sure every person is working in a safe environment; on-site grading, paving and drainage inspection on commercial and capital improvement projects for compliance with plans.
  • Reviews and makes recommendations on various reports, files, correspondence, invoices, logs, project status reports, letters of acceptance, warrantee notices, punch lists, work orders, civil engineering plans, construction drawings, as-built plans, permits, traffic control plans, laboratory reports, materials/soils reports, detention pond certifications, specifications, standards, codes, ordinances, regulations, policies, procedures, manuals, reference materials, or other documentation; reviews, completes, processes, forwards and retains as appropriate.
  • Conduct field inspections, inspect the installation of public water and sewer systems, inspect and test water lines and sewer lines to assure conformance to applicable standards and specifications; inspect and coordinate testing of utilities, performs required mathematical calculations for determining material quantities and testing field structures, including sewer flows, water pressure tests, air tests, hydrostatic tests, and grade slopes.
  • Reviews, issues and approves right-of-way use permits. Requests and inspects infrastructure restoration relative to permitting requirements.
  • Maintain a redlined plan set with construction installations that deviate from the construction drawings and reports. Such changes must be recorded for incorporation on record/as-built drawings.
  • Performs chlorination, flushing, inspections using a mandrel, and Bac-T samples.
  • Keep records of daily construction activities and inspection activities and prepares and reviews progress reports.
  • Attends and manages pre-construction meetings with contractors and developers.
  • Solves problems and conflicts that arise during construction.
  • GPSs sewer and water system, and storm sewer infrastructure including lines, meters, valves, etc. upon final completion of project.

KNOWLEDGE, SKILLS AND ABILITIES

  • Knowledge of:
    • Construction means and methods; conformity to plans and specifications;
    • Construction materials and ability to identify substandard materials;
    • General understand of plan review and design elements;
    • Job site safety; OSHA guidelines; basic traffic control;
    • Dispute resolution;
    • Testing procedures;
    • Basic engineering principles;
    • Proficient with mathematical aptitude;
    • Customer service principles;
    • A high understanding of personal computer operations in Microsoft Office applications and various types of spreadsheets;
    • Ability to apply principles of persuasion and/or influence over others;
    • Project and contract administration;
  • Knowledge of:
    • Design Standards and ordinances;
    • Underground stormwater pipeline installation;
    • Earthwork, grading, and erosion control practices;
    • Asphalt lay down/rolling practices;
    • Proof rolling;
    • Acceptable standards for concrete and asphalt including placement;
    • Sampling methods and test procedures;
    • Function and purpose of water distribution and wastewater collection systems;
    • Moderate skill and knowledge of computer usage and software programs, including Excel, ArcGIS;
  • Skills:
    • Making complex decisions and interpretation in accordance with established rules, policies and procedures;
    • Problem solving and decision making;
    • Research, analysis, and the preparation of recommendations to senior management;
    • Computer software including word processing, spreadsheet and database applications;
    • Communication, interpersonal skills as applied to interaction with coworkers, supervisor, the general public, etc. sufficient to exchange or convey information and to receive work direction;
    • Working knowledge of common hazards and safety precautions necessary for public works operation;
    • Establish and maintain effective working relationships with contractors, engineers, property owners, other departments and the public.
  • Abilities:
  1. Positions in this class typically require: climbing, balancing, stooping, kneeling, crouching, crawling, reaching, standing, walking, pushing, pulling, lifting, fingering, grasping, feeling, talking, hearing, seeing;
    • Exerting up to 100 pounds of force occasionally, and/or up to 50 pounds of force frequently, and/or up to 20 pounds of force constantly to move objects;
    • Positions in this class typically may be subject to: hazardous physical conditions (mechanical parts, electrical currents, vibration, etc.), atmospheric conditions (fumes, odors, dusts, gases, and poor ventilation), hazardous materials (chemicals, blood and body fluids, etc.), extreme temperatures, inadequate lighting, work space restrictions, intense noise, travel, and environmental dangers (disruptive people, imminent danger, threatening environment);
    • Must be capable of driving a standard pick-up up to one-ton units.
    • Positions in this class typically require: frequent exposure to outdoor weather conditions, including extreme heat and/or cold. Occasional exposure to wet or humid conditions; work near moving mechanical parts; fumes or airborne particles and toxic or caustic chemicals;
    • Noise level in the work environment is usually moderate, but can be very loud at times.

QUALIFICATION REQUIREMENTS:

  • High School Diploma or GED.
  • Three years of construction experience directly related to position.
  • Preferred:
    • CCWP Certification 1 in Water Distribution and/or Sewer Collection.
