Position Overview

The Illinois Department of Public Health is seeking a highly motivated individual to perform the duties of HIV Prevention Administrator. Under the administrative direction of the Assistant HIV/AIDS Section Chief, plans, directs and supervises HIV prevention programs, including statewide and regional HIV testing, integrated STI testing, behavioral and biomedical HIV risk reduction activity programs, and public information programs.

Job Responsibilites

Advises on the planning, development and direction of the statewide HIV prevention program including the organization and implementation of the program's goals and objectives.

  • Confers with the HIV/AIDS Section Chief in the formulation of program policy and guidelines that pertain to the prevention program reflective of priorities and available resources.

Serves as working supervisor:

  • Assigns and reviews work
  • Provides guidance and training to assigned staff
  • Counsels staff regarding work performance
  • Reassigns staff to meet day-to-day operating needs
  • Establishes annual goals and objectives
  • Approves time off
  • Prepares and signs performance evaluations

Develops, directs, plans, and coordinates HIV Prevention programs, including public needs and resource assessment, determination or program priorities, deployment of staff and analytical efforts regarding program effectiveness.

•Travels to local health departments and professional organizations to coordinate and implement HIV prevention programs.

Manages HIV prevention grants, including coordination of application processes, awards determinations, and work plan development for consistency with Section priorities established in consultation with the Illinois HIV Integrated Planning Council (IHIPC), evaluation of the quality and effectiveness of HIV prevention programs at the statewide, regional and grantee levels, and presenting reports of findings to the IHIPC.

Coordinates the development of the annual prevention grant application work plans and budget and negotiates work plans.

  • Oversees negotiations of work plans and budgets with lead agencies, directly funded grantees and contractors.
  • Monitors budgetary expenditures related to HIV prevention programs and reviews and approves expenditures of funds authorized.

Oversees the management of contracts for Statewide HIV prevention activities.

Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications

Requires possession of a Bachelor’s degree in public health, registered nursing, social sciences, epidemiology or a related field.

Requires three years of progressively responsible administrative experience in communicable or infectious disease surveillance and/or control programs at the local, State or federal level.

Preferred Qualifications

Master’s degree in public health, social science, or science.

Two years experience in health education or research with a focus on HIV prevention and intervention, human development and sexuality, or social determinants of health.

Two years experience in grant management to include budget development and monitoring.

Two years supervisory experience.

Two years experience in program monitoring and evaluation.

Two years experience in quality assurance.

Employment Condition

Requires ability to travel in the performance of duties.

Requires appropriate, valid driver’s license.
