Job description


This recruitment will establish an employment list to fill current and any future vacancies for those County departments that have this position, which are the General Services Agency and Resource Management Agency. The anticipated life of the employment list is six months. The current vacancy is with the Resource Management Agency located in Visalia.


Salary Range:

Level I: $4,275 - $5,210 Monthly

Level II: $4,722 - $5,754 Monthly

Negotiate for the acquisition or disposal of property or property rights, including rentals; search records for data regarding title and rights in property acquisition or disposal; evaluate title and appraisal reports; supply right of way information to the public, private agencies, and other departments; prepare reports; prepare estimates of right of way costs for budgeting; prepare a variety of legal documents for execution, including contracts, temporary construction easements, deeds and reconveyances; make special investigations and reports; keep records; correspond with property owners and other agencies; collect and prepare data and documents for condemnation proceedings; make field surveys, investigations and appraisals relative to properties; attend and participate in public hearings and other meetings involving property and right of way matters. Maintain a database of owned and leased properties. Follow up on repairs to leased sites, lease expirations and insurance policy renewals. Work with staff at departments housed in leased sites as well as landlords to maintain a safe work environment.

Education/Experience - Graduation from college or university with a bachelor's degree in public or business administration, economics, engineering, or related fields. II Level requires a bachelor's degree AND two years in appraising and negotiating for the purchase of property or property rights, OR one year as a Property Specialist I level in a public agency.

Knowledge of - Basic math sufficient to conduct project estimates and expenditures; interviewing techniques. II Level also requires knowledge of appraisal methods and procedures; negotiation techniques and practices; instruments, forms and procedures related to property transfer; laws, rules and regulations affecting title transfer and acquisition of property for public use; land measurements and basic surveying practices.

Skill/Ability to - Read and interpret technical and legal documents; adjust to changes in workload, priorities, and assignments; use patience, tact and courtesy in dealing with people of various professional, educational, and socioeconomic backgrounds; conduct research, collect information, organize and evaluate data for various types of reports; write effective letters, memoranda and reports; interpret and understand Federal, State, and local laws, ordinances and guidelines governing the rights to acquire private property for public use. II Level also requires the skill or ability to: negotiate with property owners, public utilities, and other agencies; prepare estimates of Right of Way costs; conduct title searches and evaluate reports; read and interpret maps, plans, and blueprints for roads, bridges and other public improvements; interpret and develop accurate legal descriptions of real property; and coordinate the work of others.

DESIRABLE EMPLOYMENT STANDARDS


Education/Experience: Bachelor of Science degree in Business with an emphasis in Real Estate or 2 years experience in Real Estate related field.


License or Certificate: California Department of Real Estate Sales or Brokers License.

Conditions of Employment

Candidates selected will be required to pass a pre-employment drug and alcohol screening. Additionally, a background investigation may also be conducted, which may include a re-investigation every 10 years for some positions. An Employment Eligibility Verification using E-Verify may be required on the first day of employment for some positions. Some job classes may also require a physical exam.
