ABOUT THE POSITION
Under close supervision, to learn to perform a variety of specialized detailed clerical procedures and manual labor duties related to the operations of the Treasurer-Tax Collector; learn, interpret, and implement statutory regulations and policy; and to perform related work as required.
DISTINGUISHING CHARACTERISTICS
This is a specialized entry-level class in the Property Tax Specialist series. Under close supervision, incumbents learn to perform routine, less complex tax collection functions and procedures, increasing in complexity with time and training; to perform a variety of clerical and manual labor duties and interpret laws, confidential regulations, and policies related to the operations of the Treasurer-Tax Collector.
IDEAL CANDIDATE
The ideal candidate will have at least six month's experience within the last five years in accurate cash handling, working with increasingly complex regulation and policy while upholding strong integrity and compliance to security protocols. Should be eager to provide quality customer service in performing the duties of this office. The ideal candidate can problem solve and is willing to continue to learn and grow within their duties.
EXAMPLES OF ESSENTIAL DUTIES
Learns and performs a wide scope of less complex specialized financial and statistical record keeping work relating to the preparation, processing, and collection of taxes: affects the collection of delinquent and current taxes by correspondence or other recovery methods which are made available; assists the public at the counter or on the telephone, provides research for difficult tax inquiries, and routes to appropriate staff member or department; explains and implements basic statutory legal regulations, Revenue and Taxation Codes, policies, and procedures to the public; accepts and balances large volumes of cash and checks daily for the collection of secured taxes, unsecured taxes, delinquent taxes, installment plans, occupancy taxes and tax clearances; identifies a variety of difficult account and statistical record keeping problems related to the collection and resolves the issue by preparing refunds for duplicate or excess tax payments, due notices, and pending roll changes; researches and calculates impounds for tax clearances; processes, scans, verifies, and balances check payments received for taxes or other accounts receivable on tax software and collection systems; prints reports for balancing and preparation of electronic bank transport and the deposit; manages caseload of assigned clients for collection of unsecured taxes; researches, prepares confidential records, and serves legal documents on individuals, businesses, and banks for the purposes of seizing bank accounts and intercepting state tax returns for non-payment of unsecured taxes; maintains safe keeping of confidential records including social security numbers, bank account numbers, and credit card information; learns to prepare the daily deposit using the County's financial system and submitting to the Treasurer's Office; assists and participates in the delinquent Property Tax sale, which includes accepting payments and processing receipts to the successful bidder; sorts, copies, and files a variety of information.
TYPICAL QUALIFICATIONS
Any combination of education and experience sufficient to directly demonstrate possession and application of the following:
Knowledge of: Modern office practices and procedures and operation of office equipment.
Ability to: Learn and perform a variety of specialized financial record keeping and detailed clerical procedures; analyze and interpret technical reports and documents; interpret and implement statutory regulations and policy; maintain confidential information in accordance with legal standards; type accurately and with moderate speed on a typewriter or computer terminal; make arithmetical computations rapidly and accurately; use a calculator; learn to operate a computer terminal, scanner, automated postage machine, folding machine, and other software and collection systems related to the department; utilize internet research tools; communicate effectively orally and in written form; understand and carry out oral and written instructions; work under pressure of deadlines and stressful conditions; establish and maintain cooperative relationships with those contacted in the course of work;
These employment standards are typically attained with one (1) year of general clerical experience.
