Pays $39.24 to $45.51 per hour
Benefits include medical, dental, vision, and life insurance. HRA VEBA account may also be provided. Retirement benefits include a choice between PERS 2 or 3 and optional Deferred Compensation. The City recognizes 11 paid holidays and provides 2 personal holidays annually. Vacation leave is accrued at 0.0385 hours per straight time hour paid in the first 2 years of employment, with increases thereafter. Employees earn 0.0462 hours of sick leave per regular straight-time hour paid.

Major Function and Purpose

The Project Coordinator/Inspector provides assistance to Public Works by coordinating, managing, and tracking projects and activities. This position communicates, coordinates, and collaborates with other City departments, elected officials, state and regional agencies, outside contractors, consultants, vendors, and citizens in order to ensure successful completion of projects on time and within budget.

General Function

This position assists in the planning, organizing, and managing of City engineering and construction programs and projects. Prepares plans, specifications, and estimates; manages contract services; addresses questions and inquiries from the public, contractors, engineering professionals, and City staff. Will also assist with inspecting private development projects within the City limits.

Job Duties and Responsibilities

  • Assist with developing, implementing, tracking, and reporting various City programs and projects.
  • Utilize City planning resources, geographic information systems, asset management, and work reporting systems.
  • Conduct project coordination for City facilities, street, stormwater, water, and sewer projects.
  • Coordinate work performed by other City staff, consultants, and contractors.
  • Administer construction and inspection of City projects.
  • Coordinate third party inspections and testing.
  • Ensure compliance with project requirements and standards.
  • Assist with review and approval of land disturbing activity, stormwater, and right-of-way permits.
  • Review and inspect private development proposals and projects.
  • Investigate and address inquiries from the public, developers, contractors, engineering professionals, and City staff across multiple departments.
  • Reliable and regular attendance is required.
  • Other duties as assigned

Contacts and Relationships

Regular contact with state, county, and municipal government officials; outside consultants; other business-related individuals or agencies; other Public Works employees; contractors; other City personnel; and the public. These contacts involve a wide variety and range of purpose, including the need to provide or collect information, coordinate projects or activities, and to solve or negotiate solutions to problems. Communication may be either by telephone, in person, or through written message.

Working Conditions

May work either indoors or outdoors as required. The employee must be capable of working in confined spaces, on ladders, inclines, and/or in noisy work areas. May be exposed to extremes in temperature, chemicals or noxious fumes, and to insect stings. May be required to walk in or around construction sites to perform the essential functions of the position. Exposure to hazards is commonplace, including dampness, direct sunlight, communicable disease, dust, pollen, epoxy chemicals, machinery or its moving parts, cleaning fluids, chemicals, pesticides, insecticides, paints, cleaning agents or similar solutions, insect stings, liquid chemicals, noisy work areas, noxious odors, fumes or chemicals, and smoke. Hazardous areas may be encountered, including open ditches, vaults, manholes, heavy machinery, hazardous gases, excessive noise, and vehicle traffic. Protective clothing may be required in the performance of some job duties. Telecommuting is permitted at the supervisor's discretion in accordance with City policy.


Knowledge, Skills and Abilities

Knowledge of project management principles and practices; construction administration practices for government agencies including procedures in the WSDOT LAG manual; methods and techniques for Inspection of road, utility, and facilities construction; local Agency, State, and Federal codes and standards as pertinent to permitting and construction; local Agency permitting procedures; and troubleshooting and problem solving.

Ability to coordinate and track multiple project activities on several projects concurrently; conduct site inspections and monitor project progress; review, interpret, and analyze engineering plans, drawings, specifications, and engineering reports; collect and analyze technical information and develop logical solutions or alternatives to problems; operate office equipment including computers and applicable software applications such as GIS, asset management/CMMS, AutoCAD viewer/Bluebeam, spreadsheets, and data bases; establish and maintain positive effective working relationships; give attention to detail; maintain safe conduct in the right-of-way and on job sites; work in less than ideal weather conditions; and effectively and tactfully communicate both orally and in writing.


Physical Requirements

Must have the overall stamina and ability to perform moderate to strenuous physical activity, including the ability to stand or walk for extended periods of time, traverse rough terrain, work in and over water, work at height or on scaffolding, and lift or carry up to fifty (50) pounds. May be required to climb up to twenty (20) feet off the ground and bend and/or work in tight or confined areas. Must be able to hear alarms and have the ability to audibly identify the presence of a danger or hazard. Must have the ability to sit at a desk and operate a computer for extended periods of time as necessary.

Minimum Requirements

High school or GED and four (4) years of relevant experience are required. Valid driver's license required upon hire. Out of state candidates are required to obtain a WA state driver's license in accordance with state law.

Preferred qualifications include experience with project management and inspection of public and private development projects; EIT or PE license; and a Project Management Professional Certification.
