Job description

Under the general direction and supervision of the PM Division Chief, a Principal Transportation Engineer, the incumbent is responsible for performing analytical duties for the Division of Program/Project Management. (Incumbent will occasionally receive direction from the Administrative Manager, a Staff Services Manager I). The incumbent will be responsible for the development and implementation of Project Control policies, related to project cost, scope, and schedule. Subsequently, incumbent will be responsible for developing and delivering project status reports to Agency/HQ staff. As workload priorities shift within the Division, incumbent will be expected to provide analytical support in the areas of Budgets, Project Delivery, and Personnel. Staff in this position will be expected to complete assignments in a timely manner. The incumbent develops Division reports, which include but are not limited to project delivery, project resources, project expenditures and expected reimbursements. These reports will be used by various PM staff to monitor critical phases during project delivery. Responds to requests from Project Development Teams (PDTs) and internal/external stakeholders on Division related issues, including project status information. Leads clerical staff in the development of status reports, spreadsheets, manuals, briefings, and presentations, using databases and software programs, including Microsoft Word, Excel, Access, PowerPoint, and Photoshop. These reports apprise Agency/HQ staff of budget status, project development, and delivery timelines. Leads clerical staff in coordination of overall workload reporting for the region. May also team with PMs in the design of project presentations and materials to be used for internal/external meetings. Notifies PMs when project expenditures are nearing overruns. Makes recommendations to PMs to adjust project fund requests. Consults with PMs to ensure that expenditure reporting and invoicing data are in compliance with State and Federal reimbursement guidelines.

Working Conditions
This postion is located in Oakland, Alameda County
The District 4 Program/Project Management is located in the District 4 Office Building. This is a climate-controlled high-rise office building with artificial light. Due to periodic problems with heating and air conditioning, the building temperature may fluctuate. Most employees will work at workstations within cubicles. Work hours will be set sometime between 6:00 a.m. and 6:00 p.m. Some overtime may be required, and vacations may be restricted during peak times.
New to State candidates will be hired into the minimum salary of the classification or minimum of alternate range when applicable.
