The Opportunity
We are pursuing qualified candidates to fill Program Specialist II, CEO positions within the Chief Executive Office. The position provides professional services to operating departments regarding the administration of specialized Countywide programs.Position Responsibilities
  • Assists operating departments in the solution of specialized program problems.
  • Prepares recommendations and submits them for review with investigative, factual, and analytical data in appropriate format.
  • Analyzes and makes recommendations concerning technical matters in the assigned area of specialization, reconciles differences, resolves conflicting or divergent opinions, and effects mutually acceptable solutions.
  • Serves as resource person within a specialized area assigned on the basis of number and kinds of predictable problems.
  • Communicates orally, in writing, or through graphic representations and statistical summaries, with various persons, divisions, departments, and agencies.
  • Leads a team project, supervises a Program Specialist I, CEO or Administrative Staff Trainee assigned to assist with a project or independently carries out assignments under general supervision, as needed.
Requirements to Qualify
One year of experience in a staff capacity* analyzing and making recommendations for the solution of problems of organization, program, procedure, budget, compensation, or personnel, at the level of Los Angeles County class of Program Specialist I, CEO** or Administrative Assistant II***.
License
A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.
Physical Class
Light - This class includes administrative and clerical positions requiring light physical effort that may include occasional light lifting to a 10 pound limit and some bending, stooping, or squatting. Considerable ambulation may be involved.
Special Requirement Information
*Staff capacity in the County of Los Angeles is defined as work includes assisting and supporting administration by doing research, analysis, and making recommendations to line managers on matters such as: utilization of personnel; allocation of funds; workload and workload fluctuations; and programs and procedures for accomplishing work objectives.
**In the County of Los Angeles, experience at the level of Program Specialist I, CEO is defined as providing professional services to operating departments regarding the administration of specialized organization-wide programs under immediate supervision.
***In the County of Los Angeles, experience at the level of Administrative Assistant II is defined as work in a central administrative office analyzing and making recommendations for the solution of a variety of problems of organization, budget, systems and procedures, program, facilities planning, general management, or personnel. Acceptable classes are but may not limited to: Human Resources Analyst I; Administrative Analyst; Principal Personnel Assistant; Principal Departmental Personnel Assistant; Administrative Intern II; Staff Assistant, CEO; Employment Services Assistant III, Sheriff; Operations Assistant III, Sheriff; Management Analyst; Financial Specialist II; Staff Assistant II; Administrative Intern II; or higher.
Out of Class Experience will not be accepted for this examination. Our Assessment Process
EXAMINATION CONTENT
A multiple choice and/or simulation assessment, weighted at100% covering:

MULTIPLE CHOICE AND/OR SIMULATION ASSESSMENTS ARE NOT REVIEWABLE BY CANDIDATES PER CIVIL SERVICE RULE 7.19.
Applicants must meet the selection requirements and must achieve a passing score of 70% or higher on the examination in order to be placed on the eligible register.

Transfer of Test Responses

  • Applicants who are concurrently applying to Program Specialist I, CEO (Exam No. M0815U-R) and Analyst, CEO (Exam No. M0827V-R) will take the identical assessment one time only.
  • Applicants who have taken identical components recently for other exams may have their responses automatically transferred to this examination.
  • This examination contains test components that may be used in the future for new examinations and your test responses may be transferred.

Test Preparation

Study guides and other test preparation resources are available to help candidates prepare for employment tests. While the guides will help you preparing for the test, we advise you to review all related materials that you deem necessary.

Eligibility Requirement

The names of candidates receiving a passing score in the examination will be placed on the eligible register for a period of six (6) months.
Applications will be processed on an as-received basis and promulgated to the eligible register accordingly.
Selective Certification
In accordance with TITLE 5 - PERSONNEL, APPENDIX 1 (Civil Service Rule 11.03) of the Los Angeles County Code, the Department of Human Resources (DHR) is canvassing applicants to identify eligible candidates who have the experience in the following areas:
Budget/Finance
Communications
Contracts Administration
Candidates should be prepared to respond to a supplemental questionnaire during the application process. In order to be considered for placement on any Selective Certification lists for one or more of these areas, you are required to complete the associated supplemental questions. Your request to be placed on any selective certification list will be rejected if you do not complete the supplemental questions. The experience you claim in the supplemental questions must be consistent with the information you provide in your application. Candidates who pass the examination and meet the criteria identified in the supplemental questions will be placed on the Selective Certification list for that area.
