Summary
The incumbent serves as the Medical Center's Controlled Substance Coordinator (CSC), providing direct management and coordination of all activities of the Controlled Substance Inspection Program ensuring that the facility meets the mandated requirements of the program. The incumbent is required to provide technical administrative assistance, advice and support to the Director through a fully developed, comprehensive, and administrative Controlled Substance inspection program.

Duties
Major Duties:
  • Expected to interpret, analyze and to apply comprehensive regulations and mandates governing the inspection of Controlled Substances
  • Participation in Internal/External Reviews
  • Serves as a member of the Medication Safety Subcommittee of the Pharmacy & Therapeutics Committee, attending monthly meetings
  • Will lead preparations for inspections involving the program.
  • Must establish harmonious working relationships within facility The incumbent's customer service skills will have a direct impact on the ability to manage a successful program.
  • Must be constantly alert and aware of these changes in order to perform the duties of the position.
  • Distribute and update local written policies and procedures and/or memorandums that promote commitment to corporate compliance
  • Data analysis and Visualization
  • Prepare a monthly summary of findings

Work Schedule: Monday - Friday 8:00am- 4:30pm (subject to change based on needs of the agency)

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/04/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education s described below:
Specialized Experience: Do you possess one year of specialized experience, equivalent to the GS-9 level in the Federal service, that equipped you with the particular knowledge, skills, and abilities (KSA's) needed to successfully perform the duties of the position and that is typically in or related to this Program Specialist (Controlled Substance Coordinator) position to be filled? Specialized experience includes: Providing technical, administrative assistance and advise to Hospital and clinical staff regarding a Controlled Substance inspection program, providing advisory, writing, distributing and updating local policies, procedures and memorandums; Experience working with a Controlled Substance Inspection or similar inspection program, review and analyze inspection data providing a summary of findings to the Medical Center Director and staff
reviewing inspection data and perform analysis to identify issues, discrepancies and identify corrective actions needed; Research audit discrepancies and issues to determine possible causes and resolutions. NOTE: This experience must be supported by your resume to be creditable.
Substitution of Education for Experience: successfully completeda Ph.D. or equivalent doctoral degree, or 3 years of progressively higher level graduate education leading to such a degree or LL.M., if related. (Transcripts Required)
Combination of Specialized Experience and Education: equivalent combinations of specialized experience and successfully completed education beyond the first two graduate years or 36 semester credit hours. (Transcript Required)

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements: The work is primarily sedentary. Typically, the incumbent may sit comfortably to perform portions of the work, however, there is periodic walking, standing, bending and carrying of light items such as manuals and instructional materials

Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee.
