About the Role
We are seeking a Program Manager (Public Health) to play a central role in overseeing and implementing a Technical Assistance (TA) project supporting the Centers for Disease Control and Prevention (CDC). This work will support funded jurisdictions in the implementation of surveillance, prevention, and evaluation to address overdose in the United States. The Program Manager will work with a Sr. Program Manager and Principal Investigator to deliver coordinated support to the CDC through delivery of adult-learning methodologies. The Program Manager will coordinate with a program partner and the CDC to provide oversight to the team, develop and implement comprehensive project plans and timelines, and oversee all financial aspects of delivery to establish and maintain productive working relationships. The Program Manager will provide co-managerial and overall financial leadership and ensure that project activities align with the statement of work. Responsibilities will include managing necessary subcontracting relationships, conducting fiscal management activities, ensuring and maintaining good client relationships, and tracking/documenting training and TA activities.
This is a remote position that can be based in Atlanta, GA or anywhere in the U.S. Some travel (15% of time) may be required, including to meet with client in person in Atlanta, GA.
Responsibilities
- Build relationships with established subject matter experts in overdose prevention as well as identify and establish new relationships with trusted partners.
- Conduct state and local needs assessments.
- Supervise, monitor, and assess the performance of staff, consultants, vendors and/or subcontract teams.
- Design and develop training and technical assistance activities.
- Provide technical assistance and training, as needed.
- Provide editorial support including revisions for tone, voice, and plain language, as well as collaborating with technical writers, editors, and subject matter experts when appropriate.
- Collaborate with graphic designers, user experience experts, content strategists, and client stakeholders to support the revision of communication products.
- Develop and monitor budgets.
- Coordinate multiple tasks, ensuring adherence to project schedules and the quality and timeliness of contract deliverables.
- Initiate requests for and monitor subcontract and consultant agreements. Ensure the quality, timeliness, and technical performance of subcontractors and consultants.
- Review invoices for appropriateness and approve payment of invoices. Ensure the completion, accuracy, and timeliness of programmatic (technical) reports.
- Report contract performance and progress.
- Initiate and work collaboratively with peers representing a variety of organizations and disciplines.
- Be a creative thinker and problem solver. Manage and oversee the collaboration with NHRTAC.
Required Experience and Skills
- 5-8 years of relevant experience in a Public Health setting.
- Experience overseeing or implementing large scale capacity building and/or training and technical assistance projects.
- Experience delivering technical assistance.
- Demonstrated cultural competence in providing services to or working with diverse groups (i.e., providers, stakeholders, consumers, diverse communities).
- Ability to work independently and take initiative, with minimal supervision and within a team environment.
- Excellent oral and written communication skills.
- Excellent technical writing and research skills.
- Understanding of adult learning styles and training techniques.
- Experience managing large contracts (multiple subcontractors, SMEs, large labor and travel budgets) and monitoring budgets highly desired.
- Experience providing editorial support including revisions for tone, voice, and plain language, as well as collaborating with technical writers, editors, and subject matter experts preferred.
- Experience collaborating with graphic designers, user experience experts, content strategists, and client stakeholders to support the revision of communication products preferred.
- Experience working in a human services or Public Health related field involving behavioral health and substance abuse prevention focused on opioid misuse prevention and reduction preferred.
- Experience with developing TA in response to diverse needs preferred.
- Experience working with federal agencies and/or states preferred.
- Individuals with lived experience in substance use prevention and/or recovery or with behavioral health systems of care (delivery or service receipt) are highly desirable.
- Experience working at CDC preferred.
- Strong attention to detail.
- Effective organization skills.
- Ability to obtain a government clearance.
Education and Training
- Master’s degree in Public Health, social science or equivalent with 5-8 years of relevant experience highly desired.
Physical Requirements
- Prolonged periods of sitting at a desk and working on a computer. May need to lift 25 pounds occasionally.
