Job description

Under general direction of the Vice President of Human Resources & Compliance, the Leave Program Manager manages the day-to-day administration of the leave of absence and accommodation program and processes provided under a shared services model for Arctic Slope Regional Corporation (ASRC) and certain ASRC subsidiaries. This position serves as a subject matter expert for Leave Programs and serves as the point of contact for management personnel and HR team members for inquiries regarding leaves, return to work transitions, requests for accommodation and related policy application. The Leave Program Manager provides day-to-day supervision to Leave Specialists, ensuring that all deadlines and recordkeeping requirements are met, including, but not limited to, FMLA notices and communications, return to work coordination, and HRIS reporting.  

ESSENTIAL DUTIES AND RESPONSIBILITIES

  1. Oversees administration of federal, state, local FMLA and other company leave of absence policies including short-term and long-term disability programs.  Administration includes intake, eligibility determinations, case management, coordination with Human Resource and management personnel on possible accommodations, return-to-work, issue resolution, and escalations.
  2. Hires, leads, trains, and develops the ASRC Leave Specialists by managing day-to-day performance and assist with developing professional development and training plans for team.
  3. Assist with developing and managing policies and procedures for leave of absence program and process to ensure quality, professional and timely assistance with emphasis on excellent customer service.
  4. Lead team weekly meetings and meet regularly with Human Resource personnel and VP of HR & Compliance.
  5. Interprets and clarifies ASRC and subsidiary leave of absence policies to address inquiries from employees and managements.
  6. Manages service provider relationships with the leave and disability administrators and the leave management platform vendor to ensure proper administration of leaves of absence consistent with applicable laws and company policies, vendors' overall performance and oversees any platform upgrades or transitions.
  7. Prepares and conducts training for employees and managers on FMLA, leave of absence policies and programs.
  8. Oversees coordination of the return-to-work process including timely communication and documentation.
  9. Leads internal audit processes to ensure data accuracy and plan administration.
  10. Identifies gaps or opportunities for improvement to the leave of absence process and recommends solutions and identifies and immediately escalates potential opportunities for risk/exposure to the organization during the completion of assigned duties.

EDUCATION and/or EXPERIENCE

1.      Bachelors' Degree is strongly preferred.

2.      Minimum of 8 years' experience managing LOA programs or similar field, or 5 years' experience plus leave certification similar to the Certified Leave Management Specialist (CLMS) from DMEC.

3.      Minimum of 8 years' experience using an HRIS (e.g., Oracle, Vista, ADP, etc.).

4.      Multi-state large (5,000+) employer experience preferred.

5.      Proficient knowledge and understanding of HIPAA, FMLA, CFRA, PDL, USERRA, ADA, ADAAA, and other applicable legislation.

6.      Excellent verbal and written communications skills.

7.      Supervisory experience is required.

8.      Must be customer focused professional, have good judgment, and be capable of communicating with a diverse range of individuals and maintain confidentiality.

9.      Must be able to execute duties and handle highly confidential data following established policy and procedure and with good judgment.

10.   Strong proficiency of Microsoft suite: Excel, Word, Outlook and PowerPoint. Proficiency of Oracle HRMS, Costpoint, AbsenceSoft, or similar HR/Benefits systems or a willingness and ability to become proficiency shortly upon hire.

11.   Strong problem analysis and resolution skills required.

12.  Knowledge, understanding and sensitivity to the Inupiat culture is required or must be developed soon after hire.

  • Ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagram form.

  • Ability to read, interpret and write documents such as policy manuals, software guides, operating and maintenance instructions, and agency guidelines.

  • Must be able to efficiently and effectively manage Leave Specialists and the team's high volume of inquiries and e-mails.

The work environment is in a busy office setting.  The noise level in the work environment is usually moderate. While performing the duties of this job, the employee may be occasionally exposed to outside weather conditions and may be required to travel in small and large commercial aircraft or in a vehicle for lengthy road trips for overnight or multi-day trips.
