Job Title: Outpatient Program Manager, RS

Department: Recovery Services

Reports To: Senior Outpatient Services Manager

Supervises: Adult Outpatient Team Supervisor, Admin Supervisor

FLSA Status: Exempt

Pay Grade: E5

Job Type: Full-Time, Regular

General Functions:

Under the supervision of the Senior Outpatient Manager, the Outpatient Program Manager is responsible for community outreach, developing partnerships, and Outpatient Program, compliance..

Duties and Responsibilities:

  • Work in collaboration with the Clinical Manager to ensure staff schedules and Outpatient programming meets the needs of the population and follows best practices.
  • Provide supervision, leadership, and direction to direct reports, focusing on CITC core values.
  • Develop a working partnership with other CITC departments and expand wrap around, holistic care for participants.
  • Develop and expand working relationships with training organizations within the community for further education and trade skills to integrate resources within the program.
  • Work in collaboration with Health and Safety Coordinator to ensure all positions adhere to federal and state regulations, including but not limited to food regulations, health and safety regulations, OSHA standards, Commission on Accreditation of Rehabilitation Facilities (CARF) accreditations and State and Federal guidelines.
  • Provide support to the Administrative Services Supervisor and Legal Department to complete and comply with subpoenas and legal requests, in adherence to CFR42 and HIPAA guidelines.
  • Provide outreach and education on the Outpatient Program in the community through presentations and serving on relevant coalitions and alliances within the community.
  • Work with Human Resources in recruiting, interviewing, and hiring new staff. Responsible for supervising and leading assigned staff, including all supervisory functions such as: recruiting, hiring and onboarding, performance management, and development.
  • Maintain adherence to Commission on Accreditation of Rehabilitation Facilities (CARF), State and federal regulations and internal policies, and procedures.
  • Maintain confidentiality according to regulations, policies, and procedures.
  • Perform all related duties as assigned.

Job Responsibilities Related to Participant Privacy

  • Employee is expected to actively participate in CITC privacy training and to protect the privacy of participant information in accordance with CITC's privacy policies, procedures and practices, as required by federal and state law. Failure to comply with CITC's policies and procedures on participant privacy may result in disciplinary action up to and including termination of employment.
  • Employee may access protected health information and other participant information only to the extent necessary to complete job duties. Employee may only share such information on a need to know basis with others who have job responsibilities related to treatment, payment, or other CITC operations.
  • Employee is encouraged and expected to report, without the threat of retaliation, any concerns regarding CITC's policies and procedures on participant privacy and any observed practices in violation of the policy to the designated Privacy Officer.

  • Ability to build and maintain a positive working relationship with CITC staff, reentry participant’s and others involved in the participant’s successful reentry
  • Knowledge of cultural and spiritual values and how they relate to Alaska Natives and American Indians.
  • Demonstrated ability to coordinate multiple activities.
  • Demonstrated ability to maintain confidentiality at all times while displaying a professional demeanor.
  • Demonstrated knowledge and understanding of the social, health, educational, training, and cultural needs of the Alaska Native/American Indian community.

Minimum Qualifications:

  • Bachelor’s Degree in Sociology, Social Work, Psychology, Counseling, or related field. Relevant experience may substitute for the educational requirement on a year-for-year basis.
  • Three (3) years’ progressively responsible experience in a social services field or related field, including in a management or supervisory role.
  • Valid Alaska driver’s license and insurable under CITC’s automotive insurance, which requires a driver to be at least 21 years of age and have had a driver’s license for at least three years.
  • Continued employment status is contingent upon completion of a satisfactory state and federal fingerprint criminal background check.

Preferred Qualifications:

  • Master’s Degree in Sociology, Social Work, Psychology, Counseling, or related field.
  • Certified Chemical Dependency Supervisor (CDCS) or CDCII.
  • Financial or budgetary experience.
  • Clinical supervisory and program management experience.

Physical Requirements:

  • Primarily works in an office setting, with extended periods of time at a desk and on a computer
  • Regularly sit, stand and walk for extended periods of time.
  • May assist in facilitating recreational and subsistence activities, often outdoors.
  • May assist in a commercial kitchen environment.
  • Able to lift 50 pounds.

Also included are non-Native head of household members for Native families, which includes foster or traditionally adopted Native children.
