Senior level staff member with demonstrated ability in project management in Federal Government settings. Must have experience with overseeing large scale projects, setting deadlines, assigning responsibilities, and monitoring and reporting progress of the project. Must have experience collaborating and integrating across functional areas and interacting with senior leadership.
Responsibilities:
- Responsible for ensuring full integration of project management with the activities within the scope of this contract.
- Support and implement the vision of the Institute’s Executive leadership in executing project management activities within the scope of this contract.
- Gain an understanding of the programs, associated processes and stakeholders and align that understanding to the NHLBI mission.
- Collaborate with stakeholders to document project scope, deliverables, goals, risks, blockers, success measures, and estimated resources needed.
- Ensure that projects remain in-scope and meet budgetary, scheduling, and quality requirements.
- Communicate routinely to management, project team members, and other stakeholders, actively soliciting and addressing their feedback.
- Collaborate and integrate across functional areas, including efforts to integrate disparate processes and systems. Identify areas of synergy between task areas and ensure consistency of approach, where appropriate.
- Train, manage, and motivate the project team, as well as resolve team conflicts.
- Synthesize and distill the complexity of project details into meaningful information for executive level decision making.
- Provide support to Federal and contractor staff to establish effective communications.
- Communicate effectively across different audience types.
- Serve as a liaison with other agencies and organizations, when necessary, for project completion.
- Implement quality control processes for work products.
- In coordination with NHLBI leadership, ensure appropriate prioritization and resourcing for the activities within the scope of this contract.
Key components:
- Budget / Finance Experience: The NHLBI PM will be responsible for assisting the Government and the staff review and prepare budget analysis documents at the portfolio level—thereby assisting OPAE in both rear facing budget spends and forward-looking budget forecasts.
- Workforce Analysis: Needs to have some experience or ability to assist the workforce analysis workstream in conducting their annual/semi-annual evaluation of HR/workforce surveys in order to determine the health/satisfaction of the organization.
- End User Requirements Management: Needs to have SDLC-based experience with requirements management.
- Data Management / Automation Experience
Qualifications:
- This role must have a bachelor’s degree. A master’s degree is preferred.
- Minimum of 8 years of demonstrable experience in project management, responsible for defining and managing project scope, timelines, budget, and effective delivery of services.
- At least 3 years of experience supporting complex projects at the NIH or similar federal healthcare organization related to the scope of this contract is preferred, including experience in interacting with leadership and staff.
- Active Project Management Professional (PMP) Certification from the Project Management Institute (PMI) required.
- Intermediate to advanced proficiency with industry standard word processing, spreadsheet, and presentation software programs.
