The City of Jersey City is seeking a Program Manager for Disease Prevention And Control to support the Department of Health and Human Services – Division of Disease Prevention. Under the direction of Management, the ideal candidate will plan, organize, and implement disease prevention and control programs. Develop program activities to recognize and treat high-risk individuals and populations to identify, treat, prevent, or control communicable or chronic diseases.
Job Duties:
· Provides operational, fiscal support, and community outreach for the Department of Disease Prevention.
· Supports the Director of the divisions’ day-to-day tasks such as staff management, grant management, and processing PPVs / NCs / prereqs.
· Specific support of the division’s EHE grant, providing outreach efforts to increase awareness of the City Clinic and HHS sexual health.
· Work with Clinic staff to manage day-to-day workflow, helping to ensure clinic efficiency.
· Administers chronic or communicable disease program activities, including surveillance projects, research studies, training, prevention, and fieldwork.
· Directs staff responsible for the implementation of communicable or chronic disease program activities.
· Develops program priority plans and policies to address new statutory and contract responsibilities.
· Develops plans for new projects, including identification of activities, methodological approaches, and evaluation procedures.
· Manages the work operations and/or functional programs and is responsible for employee evaluations and effectively recommending hiring, firing, promoting, demoting, and/or disciplining employees.
· Establishes and maintains liaison and cooperative working relationships with federal agencies providing financial support and administrative guidance to promote communicable or chronic disease health program services.
· Oversees the review of health service grant applications, provides recommendations for awardees, and oversees the administration of awarded grants by the assigned program officer.
· Establishes and maintains liaison with educators, community leaders, local health officials, health care administrators, and other health-related personnel to identify community needs and plan for program services.
· Plans and develops educational and training programs in communicable or chronic diseases.
· Collects data for the preparation of budget requests. Reviews and analyzes publications, research developments, and other communicable and chronic disease documents.
· Supervises the maintenance of records and files.
· Performs other duties as assigned.
Required Education/Experience:
· Graduation from an accredited college or university with a bachelor’s degree supplemented by a master’s degree in public health, social work, sociology, psychology, nursing, health education, nutrition, epidemiology, biostatistics, one of the biologic sciences, or any other discipline appropriate to the position.
· Four (4) years of experience in planning, developing, and/or implementing health programs, public health administration, educational research in chronic or communicable disease prevention and control, or health education, two (2) years of which must have been in a supervisory capacity.
Essential Skills:
· Knowledge of program planning, organization, and implementation methods.
· Knowledge of public health practices.
· Knowledge of chronic and communicable disease detection, prevention, and control methods.
· Knowledge of the methods used in the design of research projects and studies.
· Knowledge of the methods used to analyze data.
· Ability to analyze and interpret research and findings studies.
· Ability to plan and develop educational and training programs.
· Ability to evaluate the delivery of program services.
· Ability to provide guidance and instruction to staff and supervise their work performance.
· Ability to plan, organize, and implement disease prevention and control programs.
· Ability to read, interpret, and apply laws, rules, and regulations.
· Ability to collect and interpret statistical data.
· Ability to establish and maintain cooperative working relationships with local health personnel, health professionals, and others involved in Departmental programs.
· Ability to prepare reports containing findings, conclusions, and recommendations.
· Ability to maintain records and files.
