Summary
The Smithsonian Institution (SI) is the world's largest museum, education, and research complex, with 21 museums and the National Zoo. This position is located in the Smithsonian Asian Pacific American Center (APAC). Asian Pacific American Center strives to ensure inclusion of Asian Americans, Native Hawaiians, and Pacific Islanders (AANHPI) across the Smithsonian's collections, research, exhibitions, and programs.

Duties
The Program Management Specialist is responsible for providing project management analysis and coordination for the unit's exhibitions and their associated public programming.
In this position, you will:
  • Plan and coordinate APAC's exhibition projects and exhibition connected programming and serves as project manger for rotating, multi-year gallery exhibition projects as well as coordinates and executes day-to-day tasks for unit exhibition projects.
  • Facilitate SD410 review process and coordinate object management for exhibition projects including shipping, working with Registrar to contract for conservation and mount services, tracking object list development and assisting with loan coordination.
  • Participate in the development of comprehensive project budgets, tracking exhibition costs and cash flow requirements across multiple sources of funding and responsible for informing project teams and management fully on all aspects of assigned projects.
  • Act as liaison for all internal exhibition stakeholders ensuring coordination between APAC and other SI host/partner units. Coordinates with external stakeholders as directed.

Qualifications
GS-11 Experience:You qualify for this position if you have one year of specialized experience equivalent to at least the GS-09 level in the Federal Service. For this position Specialized experience is defined as experience planning, coordinating, and executing museum exhibitions and associated public programing; experience facilitating internal system reviews, developing budgets and timelines, and acting as a liaison for external and internal stakeholders.
OR EDUCATION: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related (TRANSCRIPTS REQUIRED)
OR
A combination of education and experience.

How You Will Be Evaluated
You will be evaluated for this job based on how well you meet the qualifications above.
Applicants for this position may be evaluated in multiple stages. The first stage is an evaluation of your responses to the online multiple-choice questions that assess your experience, education, and/or training for the job related competencies below:
  1. Knowledge of project management and project planning requirements, tools, techniques as well as established project management best practices, to plan and carry out difficult and complex assignments and develop new methods, approaches, and procedures.
  2. Knowledge of full-cycle museum exhibitions, fabrications, space preparation and installation, including emerging green initiatives from concept through installation, maintenance, and takedown.
  3. Knowledge applying policies and procedures of functional and administrative areas such as contracting and/or procurement, budget, information management, sufficient to serve as a COTR coordinate and resolve question/problems.
  4. Skill in developing and maintaining effective working relationships sufficient to manage various teams through the exhibition development process, negotiating administrative support, reporting on status, and negotiating resources.

Applicants who meet or exceed minimum qualifications will be assigned to one of three category groups based on job-related criteria:
  • Best Category - Meets the minimum qualification requirements and excels in most of the job related competencies above.
  • Better Category - Meets the minimum qualification requirements and satisfies most of the job related competencies above.
  • Good Category - Meets the minimum qualification requirements, but does not satisfy most of the job related competencies above to a substantive degree.
