We are seeking a Senior Program Manager, Learning and Development (L&D) Specialist who will be responsible for organizing, planning, and executing partnerships and processes for assigned projects per the approved SOW and budget. Assignments include the KPMG/DCAA contract but not limited to supporting the human capital and supervisor training initiatives as well as other clients and projects as assigned.
This is a full-time, exempt position working a hybrid schedule at the client work site, Montage's McLean, VA and Rockville, MD offices, and home office. Anticipated annual salary for this position is $80,000 $90,000. Position effective as of January 1, 2024.
Duties & ExperiencePrimary Responsibilities- Apply knowledge of organizational change management to help the client agency achieve its transformation goals across various human capital initiatives.
- Offer creative, focused analysis and insights to help the client agency address its learning and development (L&D) needs for various supervisory training initiatives.
- Shape, devise, and manage development of L&D programs.
- Monitor, track, and measure progress of L&D initiatives.
- Identify opportunities to continuously improve L&D efforts.
- Facilitate conversations with subject matter experts from the client agency.
- Ensure compliance with all deliverables, requirements, and deadlines.
- Manage relationships to ensure effective collaboration across project stakeholders, including the client agency, primary contracting organization, and internal teams.
- Provide full-cycle project management for the project tasks and deliverables.
- Provide strategic advice and participate in planning/strategy meetings.
- Identify and provide recommendations for strategic opportunities.
- Work with key stakeholders to align efforts and support strategic collaborations.
- Establish and maintain positive relationships with clients, stakeholders, and colleagues at all levels of leadership.
- Develop and update workflows as needed to effectively complete assigned tasks on time, quality, and within budget.
- Understand, implement, and document per client and agency policies related to process, material, and secured information.
- Archive client material appropriately in Montage servers and to protect client information as governed by client contracts.
- Provide team program management support, internal coordination of activities with support teams as assigned by the team Director and/or VP.
- Specific contribution to the definition of training needs and contributing to the development and implementation of training programs, curriculum, and end-user training materials, providing input to organization change management, quality control, business process engineering, other business analysis/management consulting, and business advisory services.
- Attend assigned project meeting(s) to review the status of assigned projects with senior management and/or project team.
- Utilize and manage project management and financial systems.
- In-person event/meeting support and travel as required.
- Perform other position-related duties to meet the ongoing needs of the client and agency.
- College Degree in Marketing or Communications required. PMP certification desired.
- A minimum of six to eight (6-8) years of people training, communications, and/or project management experience.
- A minimum of four to six (4-6) years of team management experience.
- Experience in federal government contracting.
- Adaptability, listening, analysis, and communication savvy.
- Successful track record leading cross-functional teams.
- Proficient knowledge of federal government contracts.
- Demonstrated ability to effectively problem solve, develop creative solutions, and work under pressure.
- Excellent organizational skills with the ability to multi-task.
- Focus on results and attention to detail.
- Collaborative attitude willing to assist as needed.
- Advanced skills with Microsoft Office products.
- Track time and expenses on time according to policy.
- Foundational knowledge of CRM platforms and project-management software.
- Working knowledge of virtual meeting platforms (MS Teams, etc.)
