Job description

Macfadden, an Amentum company, is seeking a Program Management and Monitoring Specialist that will provide administrative, program monitoring, and operational support to USAID's Bureau for Humanitarian Assistance (BHA) through the Humanitarian Assistance Support Contract (HASC)BHA leads and coordinates the U.S. Government's humanitarian assistance efforts overseas in response to natural disasters and protracted crises. The bureau also supports early recovery efforts that restore and protect basic systems and services and invests in risk reduction programs that prevent or reduce risks associated with chronic and recurrent hazards.
This position is located in Washington, D.C. and is open to a hybrid 3 day per week in the office model.
The Program Management and Monitoring Specialist will work under Macfadden's Field Support program, whose purpose is to assess the impact of INGO interventions funded by USAID in emergency settings, by bringing on-board third-party monitors to engage with key stakeholders, including implementing partners, community leadership, and beneficiaries and report back on findings. These findings facilitate BHA's ability to better orient and/or support implementing partners and ensure that activities on the ground are implemented to its high standards. The Third Party Monitoring (TPM) program currently operates in the Democratic Republic of Congo (DRC), Central African Republic (CAR), and Ukraine. The Program Management and Monitoring Specialist will be based in the U.S. and support ongoing programs in non-US countries, with an initial focus on Ukraine, and play a role in expanding the TPM program to other countries as well. The individuals selected will both be responsible for project management of the TPM initiative, ensuring compliance with contractual obligations of USAID, and improving Monitoring and Evaluation standards for the program.
Key Internal Interfaces:
This position reports to the Deputy Program Manager, Field Support.
Additionally they will interface with Macfadden-Amentum Senior Team Leads, Deputy Program Managers, HR, Recruitment, and Procurement Teams.
The Position will also liaise with Amentum procured consultants in remote locations supporting USAID programs on a regular basis.
Key External Interfaces:
BHA Task Order Customers - Program Officers, CO/COR/AORs, and Office Directors.
The Program Management and Monitoring Specialist will, in compliance with USG standards:

  • Provide technical assistance to third party monitoring (TPM) contractors for the design and implementation of monitoring systems for humanitarian response programs.
  • Ensure compliance in TPM activities of core Monitoring and Evaluation principles.
  • Create reports for BHA to demonstrate via data-based infographics, informed by key accomplishments from TPM teams.
  • Draft, edit, and submit information for the quarterly reports and other contract-required deliverables.
  • Be responsible for the enforcement of contracts policies, procedures, methods, operating practices, and performance to ensure .
  • Assist in drafting, implementing, and managing PSEA guidelines.
  • Ensure data management tools and systems are in place for TPM.
  • Research, analyze, coordinate, develop and maintain documentation in compliance with company policies and procedures, Government regulations
  • Manage contract responsibilities and effectively communicate with internal and external customers to achieve operational and financial objectives.
  • Involvement with personnel management - Recruitment, onboarding, orientation, staffing, and performance reviews, etc. of consultants.
  • Support oversight of junior to senior career level consultants providing program monitoring, administrative, and operational support to USAID's Bureau for Humanitarian Assistance (BHA).
  • Ensure all documentation for timesheets are properly prepared and compliant.
  • Support staff supervision and help ensure staff are compliant and adhering to government rules and regulations.
  • Maintain and update a database of information for all consultants.
  • Develop the capacity of BHA partners and staff to implement BHA monitoring and evaluation requirements, and monitor BHA programs.
  • Contribute to and/or develop internal and external documents, such as planning documents, BHA technical guidelines, and internal guidance.
  • Create and regularly update written procedures and provide support to ensure staff meet contract, BHA, and USAID requirements for travel, training, and other administrative processes.
  • Conduct regular check-ins with consultants to evaluate staff workload and assess performance per monitoring goals.
  • In consultation with the Field Support management team, provide guidance and direction concerning the resolution of contractual and Program Management problems.
  • Assist with procurement actions as requested and special tasks.

REQUIREMENTS
  • Must be able to obtain and maintain a Secret Security Clearance issued by the US Government for the duration of your employment on this contract.
  • Must be able to travel to international programs at least three times per year for 2-3 week periods.

Education:
  • Bachelor's degree with 8 years of work experience or Master's degree and 6 years of work experience; or 10 years of work experience without a degree.

Experience:
  • Relevant experience must include at least 5 years of Monitoring and Evaluation for humanitarian programs and/or government procurement experience.

Skills Required:
  • Excellent written and verbal skills, staff recruitment, orientation, and personnel management skills with excellent attention to detail.
  • Excellent data-management skills.
  • Must possess excellent judgment, reliability, and ethics.
  • Proficiency in Excel and other MS Office programs.
  • Must be able to multitask and work under deadlines in a fast-paced and collaborative environment.

Preferred:
  • Familiarity with FAR, ADS, and other relevant government regulations and experience working directly with a government client.
  • Experience working in a Human Resource, Staff Supervisor or Management role.
  • Experience with Monitoring and Evaluation of humanitarian programs.
