This position is located in the Department of Employment Services (DOES), Office of the Director and reports to the Deputy Chief of Staff. The mission of DOES is to provide employment-related services for unemployed or underemployed persons so that they can achieve economic security as well as to provide income replacement services for workers unemployed through no fault of their own so that they can maintain their purchasing power and thereby contribute to the economic stability of the Washington Metropolitan area.
Duties and Responsibilities
Provides critical analyses and evaluations of actual or potential effectiveness of current and/or projected program activities. Provides assistance in the design, development, and implementation of improved program designs/operations. Reviews and analyzes planning and operations activities of major program areas administered by the department. Conducts management surveys, audits, projects, etc., and provides advisory services to operating or management officials. Based upon the assessment made, identifies actual or potential problem areas, trends, and/or areas of significant concerns. Develops, recommends, and implements policies for corrective actions, necessary to remedy deficiencies in program areas. Plans, develops, and implements a system for obtaining and providing data required by the department, offices and its units for long-range planning and projections and that which is needed for evaluation of day-to-day operations. Develops life cycle cost analyses of projects or performs cost benefit or economic evaluations of current or projected programs. Forecasts and estimates program requirements and prepare programmatic reports, justifications, charts, graphs, statistical and narrative data, etc. Participates in the conceptualization design, refinement, and implementation of program planning, development, review, and evaluation systems. Recommends the establishment of new and/ or revised policies, procedures and other documentation as the need arises to more effectively meet the goals and objectives. Makes recommendations to get the program and operation in compliance. Review’s legislation and ensure that program(s) follow the federal regulations.
Participates in the development of the comprehensive agency plan, and in coordination of office operational planning and grant application within the agency. Provides technical assistance and review for office level program plans. Prepares program development projects including proposal writing. Conducts continuous reviews and analysis of current or proposed programs and related administrative and financial activities, determines, thorough comprehensive assessment, effective utilization of resources at program level; identifies program strengths and deficiencies; and recommends changes or corrective action relative to program designs, policies, procedures, and operations. Coordinate’s agency policy plans and programs with the activities of other public, private community organization through committee representation; individual conference; or thorough review and reactions to proposals submitted by other agencies and groups. Meets with agency official and manager to provide advice, guidance, and technical assistance to programs in the development of review indicators. Reviews and edits reports, memorandum, public communication, etc. submitted by various DOES programs and offices. Provides thorough grammatical and analytical analysis and review on all items prior to sending to the Deputy Chief of Staff for review. Performs other duties as assigned.
Qualifications & Education
Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, at least one (1) year of specialized experience must have been equivalent to at least the next lower grade in the normal line of progression for the occupation in the organization.
Bachelor’s Degree from an accredited four-year university in business administration, economics, finance, policy, project management, etc. preferred.

Salary: $93,069 – 119,916 Based on qualifications and funding
