JOB SUMMARY
This position is located within the Department of Motor Vehicles (DMV), Driver Services Administration, State-to-State (S2S) Verification Service Program. The State-to-State (S2S) Verification Service, is an electronic tool that allows states to determine whether an individual already holds a driver license or identification card in another state, confirm a person’s identity, driving history, identify and eliminate potential duplicate licenses, reduce identity fraud, and ensure compliance with federal regulations for Commercial Driver License (CDL) issuance and REAL ID credentials.
This position functions as the S2S Program Analyst responsible for evaluating compliance activities of the S2S program and ensuring the program is operating according to federal and local regulations. The incumbent shall carry out diversified assignments, including assessing, researching, analyzing current and proposed operating programs to evaluate their actual or potential effectiveness in achieving objectives, and monitoring projects and special assignments.
DUTIES AND RESPONSIBILITIES
Conducts program analyses of moderate scale and impact, concerning all aspects of current or projected operating programs for actual or potential effectiveness in achieving planned goals and objectives. Monitors projects, and integrated reporting system(s) affecting S2S throughout the activity. Communicates information to S2S Program Manager for effective evaluation of program operations and milestones. Analyzes, extracts, summarizes, and identifies significant trends and issues. Forecasts and estimates program requirements and prepares programmatic reports, justifications, charts, graphs, statistical and narrative data, etc., for presentations and briefings.
Provides technical assistance and expertise to the S2S program by assembling and analyzing data related to identity, driver history, and jurisdictional credentialing.Conducts surveys and audits for quality assurance and program integrity in accordance with the S2S program guidelines. Provides recommendations to S2S Program Manager regarding S2S program. Recommendations may represent a significant departure from established work operations. Reviews and interprets new and established directives, instructions, regulations, and delegations of authority for potential impact on program objectives, operating policies, work operations, and progress. Assures program goals, objectives, and operations are achieved. Recommends required changes and adjustments to assure proper and adequate accomplishment of program goals and objectives.
QUALIFICATIONS AND EDUCATION
Specialized experience is experience which is directly related to the position which has equipped the individual with the knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, the incumbent must possess at least one (1) year of specialized experience equivalent to the next lower grade level in the normal line of progression.
LICENSE AND CERTIFICATION
Must be able to obtain and maintain a driver’s license necessary to operate motor vehicles in the performance of duties and responsibilities.
WORKING CONDITIONS/ENVIRONMENT
The work is sedentary in nature, however; there may be some walking, standing, bending, and carrying of light objects required.
The work is performed primarily in a training room or office settings that is heated/cooled, lighted, ventilated, and involves everyday risks or discomfort.
