POSITION DESCRIPTION

The Program Advisor will support INL/KM/TAD’s subject-matter experts’ (SME) programs and projects. The Program Advisor will also support INL/KM/TAD’s strategic planning, research, and program analysis efforts to develop Bureau-wide doctrine, tools, and resources related to international criminal justice reform through their support to a team of SMEs. The Program Advisor will assist INL/KM SMEs and technical advisors to conduct research, review and analyze policy and program documents, and make recommendations on best practices and Bureau-wide strategy and doctrine for effective criminal justice and law enforcement reform. The Program Advisor will facilitate travel and other administrative functions in support of the SMEs, in coordination with INL/KM/TAD and other relevant offices in INL.

 

DUTIES & RESPONSIBILITIES

Program Advisory Support

· Support INL’s SME programs by coordinating with various Bureau stakeholders, conduct research, review, and draft documents, anticipates next steps, and make recommendations.

· Utilize subject-matter expertise in international criminal justice and law enforcement reform, aids in drafting a variety of technical, programmatic, funding, and informational memoranda and letters related to INL doctrine and best practices.

· Conduct research into countries of interest, trends, challenges, and important developments in law enforcement, justice, corrections, and counternarcotics. Also conduct research on emerging technologies that are utilized by criminal justice authorities and by criminal groups. Prepare this information into written reports or verbal briefings, as required, and provides recommendations to the INL/KM/TAD Team Lead as a subject matter expert to address inquiries and requests for guidance from the INL Front Office, INL/KM Office Director, INL program offices and overseas sections, Congress, the press, interagency partners, and external stakeholders.

· Coordinate with other subject-matter experts in INL/KM to draft recommended guidance, handbooks, manuals, doctrine, and programmatic resources for INL program offices to improve the design and delivery of effective U.S. foreign assistance programs in the criminal justice and law enforcement sector.

· Review and analyze INL/KM policy and programmatic documents and make recommendations based on findings.

· Provide support for developing policies, including drafting documents, and conducting analyses, feasibility studies, and strategy options.

· Aid in conducting program reviews and assessments of new and ongoing programs implemented by INL/KM and makes recommendations based on findings.

· Aid in reviewing budgets and provide program estimates; evaluate program effectiveness in relation to the funding expended; aid in assessing U.S. law enforcement assistance activities to determine funding requirements and whether funding is warranted and available.

· Aid in strategic planning for INL programs, including by analyzing and making recommendations to improve Bureau-wide strategy and budget documents, and by facilitating review and input on these documents by INL/KM subject-matter experts.

· As required, prepare and process purchase requests to support INL program implementation.

· Support acquisition, including in the area of acquisition planning, such as, conducting market research and developing inputs for government cost estimates.

 

Administrative Support

· Conduct extensive research, draft, and coordinate clearances for detailed and accurate standard operating procedures, including all procedures for the intermittent SME program.

· Coordinate and track requests for SME support from domestic INL offices and overseas INL sections, providing recommendations based on availability of SMEs and travel, procurement, and other required timelines/procedures. Work for INL/KM and regional program offices to prioritize requests for SME deployment based on policy and programming priorities for the Bureau.

· Assist with development of statement of work, findings and determinations, independent government cost estimates, action memos, and other required documents as well as assist with recruitment.

· Support and process all requirements related to on-boarding of SMEs, including, but not limited to, all paperwork, training, badging, OpenNet, ClassNet, and E2 Solutions accounts, and time and attendance.

· Liaise with INL/EX colleagues to ensure all paperwork and other actions are processed and submitted accurately and in a timely manner.

· Schedule and arrange travel for SME personnel in E2 Solutions based on general travel intentions and in accordance with appropriate travel regulations; schedule transportation and hotel/Government quarters reservations in a timely manner; notify organizations and officials to be visited; keep in touch with the staff en-route; deal effectively with security issues; prepare travel orders accurately and ensures timely submission of all receipts and other required travel documents. Stay current on travel regulations, policies, and procedures.

· Prepare, maintain, and consolidate time and attendance (T&A) data; ensure time and attendance data are prepared in accordance with established procedures and transmits data to payroll in a timely manner. Stay current on T&A procedures and resolve any issues quickly and accurately.

· Compose correspondence as directed, such as thank-you letters, acceptance of invitations, invitation letters, etc.

· Conduct research into external organizations with expertise, data, and information on trends and challenges in law enforcement, justice, corrections, and counternarcotics, as well as other topics related to INL/KM’s mission. Prepare this information into written reports or verbal briefings and provide recommendations to the INL/KM/TAD Team Lead.

· Draft and prepare recommended talking points and outreach materials, in conjunction with INL staff and interagency partners.

· Perform other duties as requested and assigned that are directly related to this Statement of Work.

 

MINIMUM QUALIFICATIONS

· U.S. Citizen

· A Bachelor’s degree from an accredited institution;

· Two to four years’ experience in a relevant field; demonstrated knowledge of specific country issues, including specialized knowledge of international narcotics and law enforcement, or similar type programs sufficient to ensure project work is in compliance with management policies and procedures and in conformance with the Foreign Assistance Act and other regulatory procedures and guidelines;

· Proven knowledge of Federal policies and procedures including methods of providing assistance and the Federal budget process;

· Ability to communicate effectively, both orally and in writing, with a wide range of players;

· Demonstrated ability to provide advice, guidance, and consultation with regard to the interpretation and application of analysis;

· Experience drafting U.S. government reports and documents, such as the International Narcotics Control Strategy Report (INCSR), embassy cables, and other documents.

 

PREFERRED QUALIFICATIONS

· Active full or interim security clearance or an active full or interim security clearance within the last 12 months from date of solicitation.

· Demonstrated experience coordinating on a program or project.

· Demonstrated ability to work independently.

· Demonstrated experience with Federal procurement processes and/or human resources.

· Ability to establish and maintain effective relationships.

· Ability to provide excellent customer service.

· Skill and ability in managing multiple concurrent activities of varying complexity, including changing priorities and short turn-around times.

· Proficiency in computer and web-based applications including Microsoft Office suite and Adobe Acrobat.

HOURS/LOCATION

Hours for the position will be the core hours of the Department of State: Monday through Friday, 40 hours per week, 8 hours per day. The physical work location is the INL/KM Office at State Annex (SA-01), Columbia Plaza, 2401 E St. NW, Washington, DC.

TELEWORK

This position has been designated as 40-60% telework and will require the incumbent to report to the physical work location 2-3 days per week. This designation does not guarantee telework privileges for the contractor employee; INL reserves the right to expand the requirement for in-person presence at the physical work location if the contractor employee is unable to successfully perform the duties and responsibilities of the position remotely. INL may also require the incumbent to report to the physical work location additional days within a pay period as required to support office or program needs, especially at the commencement of support.

CLEARANCE REQUIREMENT

A Secret security clearance is required for this position; however, the Advisor can begin work with an interim Secret security clearance.
