U.S. Department of State Office of Cooperative Threat Reduction Counter DPRK and Iran Program Advisor The Department of State’s Bureau of International Security and Nonproliferation, Office of Cooperative Threat Reduction (CTR), funds, manages, and implements counter-proliferation programs that address evolving national security threats, including the threat from North Korea’s nuclear weapons and ballistic missile pursuits, the Iranian regime’s efforts to indigenize ballistic missile production, and the weapons of mass destruction (WMD) programs of other proliferator states. GDIT seeks candidates to serve as a Program Advisor in CTR at Department of State headquarters.

Job duties include developing, implementing, and coordinating the conduct of counterproliferation capacity-building efforts in partner countries in order to counter the nuclear and missile threats posed by North Korea, Iran’s ballistic missile and unmanned aerial system (UAS) programs, and other WMD and delivery system proliferation threats. The candidate will be responsible for programmatic and technical oversight of assigned activities in several countries and will work closely with other State Department offices, interagency colleagues, counterparts in foreign governments, technical experts, and others to devise and execute program activities. The candidate will also be responsible for supporting relevant policy development and implementation within the State Department and coordinating with other U.S.

government departments and agencies as needed. In support of U.S. national security policy, CTR conducts capacity building in assistance-eligible partner states that aims to strengthen government and private sector efforts to comply with and implement international prohibitions on activities that fund or equip WMD programs, e.g., the UN Security Council-imposed sanctions regime treating North Korea.

CTR’s UN Sanctions Compliance program operates globally and engages partners in the Asia/Pacific region, Europe, the Middle East, Africa, and select states in the Americas. CTR’s programmatic efforts evolve to respond to the most challenging national security threats facing the U.S. government, in coordination with policy makers within the Department of State and across the interagency.

To this end, we welcome candidates who can design, develop, and implement innovative strategies to address some of the most pressing proliferation challenges facing the United States. Duties and responsibilities under this opportunity include, but are not limited to:Designing and implementing technical assistance and capacity building trainings to improve the capabilities of ISN/CTR partner countries and private sector stakeholders to identify, investigate, report, and disrupt DPRK revenue generation and sanctions evasion activities, Iranian ballistic missile and UAS-related procurements, and other proliferation activities of concern;Managing technical experts who conduct trainings and other activities, including setting engagement goals, monitoring award performance, reviewing training materials and curriculum, and interfacing with vendors;Designing, developing, and executing innovative approaches that improve CTR's ability to conduct international threat reduction programs;Developing, coordinating with the interagency, and implementing country-specific engagement strategies in partnership with host government officials, including at senior levels, and advancing time-sensitive capacity-building projects, both remotely and internationally, tailored to the partners’ priority needs;Participating in the review of threat reduction project proposals and making recommendations concerning the approval and funding of proposals; and,Representing CTR in domestic and foreign meetings as required, and additional tasks in support of CTR at home or abroad as assigned. Requirements: The candidate must possess a minimum of eight (8) years’ experience working on USG nonproliferation or counterproliferation programs.
