Your Specific Responsibilities:

This position spends more than 50% of the time engaged in supervisory responsibilities. This includes communicating with, motivating, training, and evaluating employees in addition to planning and directing employees' work. The incumbent has the authority to hire, transfer, suspend, lay off, recall, promote, discharge, assign, reward, or discipline subordinate employees or effectively recommend such action. The incumbent will also be required to develop performance expectations, meet with staff regularly to discuss performance, complete performance reviews, maintain vacation and work schedules, ensuring proper coverage, and complete timesheets.

This is a highly skilled, independent position covering multiple counties (Alachua, Bradford, Columbia, Dixie, Gilchrist, Hamilton, Lafayette, Levy, Putnam, Suwannee, Union, Marion, Citrus, Lake, and Sumter). The incumbent is the contract manager between the state and the lead agency for the Ryan White (RW) and Housing Opportunities for People with AIDS (HOPWA) contracts and prevention contracts. The incumbent negotiates the contracts, submits invoices for payment, acts as a liaison between the community/lead agency and the Bureau of HIV/AIDS and monitors the providers. Responsible for the supervision of staff including appraisals, planning, and directing their work, approving leave, having the authority for hiring, and taking disciplinary action or effectively recommending such actions.  Provides contract oversight for the Ryan White Area 3/13 lead agency.  Oversees vendor services for Ryan White clients.

Supervises the Early Intervention Consultant (EIC), Health Educator Consultant for Counseling and Testing, and the Ryan White Area 3/13 lead agency data analyst.

Negotiate, administer, invoice and monitor the Ryan White and Housing opportunities for People With AIDS contracts. Write, review, and approve all RW and HOPWA contracts to assure proper proviso language is included, proper compliance with budget requirements, service provisions, and other specifications. Writes and submits required reports in a timely manner. Acts as a liaison between the community and Bureau of HIV/AIDS on policy, contract, and billing issues. Manage budgets for HIV/STD program. Responsible for securing the designated information sets for the purposes of protecting confidentiality, data integrity, and appropriate access for all information, both confidential and public record, which is stored in hard copy and electronic forms. Supervises direct reports including motivating, training, providing guidance, and direction.   Develops expectations and meets with staff regularly to discuss performance, complete performance reviews, and discipline action, if needed.  Maintains vacation and work schedules to ensure proper coverage and completes timesheets.  Ensures all staff complete required training and are offered additional training.   

Conduct programmatic monitoring of contracts as needed (at least once per contract year per contract) Prepare reports and maintain official department contract files according to department standards for RW and HOPWA contracts.

Attend and act as a consultant to the Ryan White consortium meetings and sub-committee meetings concerning contract matters.

Performs all other related duties as requested.

    

Required Knowledge, Skills, and Abilities:

 Knowledge of principles and processes involved in business and organizational planning, coordination, and execution. This may include strategic planning, resource allocation, manpower modeling, leadership techniques, and production methods.

 

Qualifications:

Minimum - associate degree

Experience developing contract, supervising programs, and managing budgets.

Preferred - Experience working on HIV Prevention Strategies.
