Form of workThe incumbent serves as a Assistant Financial Program Administrator within Payment Operations, Internal Controls and balances all aspects of complex and rapidly changing and expanding ventures. He/she collaborates with leadership from Payment Operations (PO), (IVC), VAMCs, VISNs, OCC and VACO offices, (VSO), labor unions, Congressional offices, and other various internal and external stakeholder groups to facilitate processes and needs related to centralized payment center operational goals.Qualifications: To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 05/19/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
You may qualify based on your experience as described below:
- Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Comprehensive knowledge and experience in the following Payment Operations, Regional Payment Center operations, processing and auditing of eCAMS and other system payment systems; management studies to define objectives and propose solutions to critical management problems; knowledge of Community Care billing programs such as CCNNC, Medicare, Medicaid, CHAMPUS, HMOs, PPOs and fee for service health plans, governmental healthcare law, data acquisition and statistical analysis and leadership skills; economic analysis, cost, cost benefit, cost effectiveness, productivity, input/output, and demand analysis; data analysis; management information systems and computer applications; knowledge of CPT and ICD 9 coding for review and pricing of medical care claims; applying technical knowledge, analyzing problems, and calculating risks; building coalitions internally and with other Federal agencies, state and local governments, nonprofit and private sector organizations, to achieve common goals.
Financial Analysis: Knowledge of the principles, methods, and techniques of financial analysis, forecasting, and modeling to interpret quantitative and qualitative data; includes data modeling, earned value management, and evaluating key financial indicators, trends, and historical data.
Performance Management: Knowledge of performance management concepts, principles, and practices related to planning, monitoring, rating, and rewarding employee performance.
Project Management: Applies principles, methods, or tools for developing, scheduling, coordinating, monitoring, evaluating, and managing projects and resources, including technical performance.
Quality Management: Knowledge of the principles, methods, and tools of quality assurance, quality control, and reliability used to ensure that a project, system, or product fulfills requirements and standards
Physical Requirements: The work is generally sedentary in nature, sometimes requiring light lifting, bending, stooping, kneeling, reaching, walking and standing. The work is performed in an office setting under stressful conditions.
