Process Analyst Specialist (MCESS):
Bowhead is seeking a Process Analyst Specialist to support our NIWC Marine Corps Electronic Security Systems contract located in Charleston, SC.
Responsibilities
Essential Duties Include:
- Process Analyst Specialist will assist Exempt RSIM (Regional Shore Installation Manager) with duties to include compliance, training, and Weekly Activity Reports (WARs) detailing issues requiring upper management attention.
- Provide support as required to train and familiarize others of shore processes and Shore Installation Process Handbook (SIPH) policy.
- Initiate Report of Survey investigations, managing accounts payable, developing initial / sustaining and follow-on acquisition and procurement, inventory/warehouse control. Energetic and self-motivated manager, team player and mentor.
- Effectively and efficiently manage the influx of over 150 installations of Shore FIO Exempt tasking to include SPIDER entry.
- Review all work scopes, cost estimates, plans of action and milestones for accuracy, continue to monitor accuracy and compliance with Shore Installation Process Handbook (SIPH), Ensure that all Fleet Readiness Certification Board (FRCB) packages are submitted at appropriate time.
- Assist and provide guidance for all tasking's, coordinate daily, routine respond and answer to data calls, weekly and monthly meetings with all project engineers with regards to funding, estimates, and schedules, labor and travel charges, service center cost, FRCB documentation, installation execution processes, and deliverable submission.
- Audit shore installation documentation developed for Navy Other Command Funded (OCF) installations and submitted for FRCB process review is accurate and complete prior to submitting. Submit to appropriate queue all FRCB documentation for review and approval.
- Audit, correct all shore installation deliverables such as Briefs, SSR, BESEPs, SOVTs, As-Built, ICR and Completion Messages.
- Communicate, mentor, and interact on a daily basis with RSIMs, RSIM support staff, project engineers (PEs), and leadership regarding the status of shore installations, funding requirements, receipt of deliverables, and close-out status.
- Responsible for providing input to update USMC ESS IPT documentation as needed.
- Advanced communications skills: able to work well with others, independently and as part of a team.
Qualifications
- BA/BS in Information Systems Management; Computer Science or related field and 10+ years' experience in assisting and managing Other Command Funded tasking (OCF) Monitor Shore Installation Process compliance with the (FRD) Fleet Readiness Directorate Installation Office.
- Proficient in Microsoft Excel, PowerPoint, Word, and Access, as well as ADOBE, Defense Property Accountability System (DPAS), Standard Army Maintenance System (SAMS), Unit Level Logistics System (ULLS-4) and Property Book Unit Supply Enhanced (PBUSE).
- Navy Information Dominance Approval System (NAV-IDAS), NTCSS Lab Procurement Application (Navy Procurement / Inventory Database System).
- Navy Enterprise Resource Planning (NERP), SPAWAR/PEO Integrated Data Environment & Repository (SPIDER) under MOD-Tracker and Document Manager with access to upload all Shore documents/drawings into SPIDER IMO (Information Management Office) module, ability to add cost estimates and change fund status in the queue for non-IMO jobs.
