Under the Juvenile Court Director and Deputy Director leads the planning, organizing, and implementation of juvenile probation services operations, programs, and activities; leads, motivates, develops, assigns, and evaluates probation supervisors and staff; responsible for creating a trauma responsive environment; develops and implements skill development programs and activities, including parent empowerment work; establishes and modifies division procedures consistent with department policies, develops plans, objectives, standards, and controls necessary for the administration of assigned programs and staff; interprets and ensures compliance with and implementation of all policies and procedures with and through subordinate supervisors; makes periodic evaluation of staff and program performance and takes or recommends appropriate action; provides for motivating and training of assigned staff; serves as a member of the senior management leadership team to integrate division services and activities with other department divisions especially detention, dependency, and programming and treatment; foster an environment that promotes equity and inclusion, honors diverse populations and understands the context of historical trauma and its current interplay with the justice system; maintains and develops collaborative services with allied agencies in the community; plans, prepares and administers division budget and reporting requirements; makes speeches and participates in the public information program.

  • Provides administrative leadership, supervision and direction to staff, to achieve purpose, goals, and expectations of the organization
  • Develops, implements and enforces policies and procedures
  • Oversees training and personnel within their division
  • Ensures compliance with all ordinances, statues and court orders
  • Provides information and statistics, reports and correspondence
  • Makes public speaking appearances to provide information to community groups
  • Assists in preparing and monitoring plans, budgets, reports, and any other information needed
  • Performs research, grant writing and development functions as requested
  • Conducts monthly quality assurance reviews
  • Models, coaches and trains staff on youth skill development and empowering parents to provide more effective parenting actions
  • Participates in a supervisor on-call rotation which is responsible for responding to after-hour or weekend court-related incidents, decisions, or emergencies
  • Ensures probation practices are trauma responsible
  • Ensures staff are trained and operate within diversity, equity and inclusion principles
  • Performs related work as assigned
Essential functions of this position include: driving; working with and around other staff and juveniles; dealing with interruptions; hearing and speech (ordinary conversation) for communicating with staff and juveniles.
Minimum Qualifications
Bachelor's Degree with a major in a behavioral science, criminal justice, social work, public administration, or a directly related field, and five years of progressively responsible experience in the field of juvenile justice; OR, any equivalent combination of education, training and experience which demonstrates the ability to perform the duties of the position. Two years of the required experience must have been in administration or supervision.
ADDITIONAL REQUIREMENTS
Must successfully complete a criminal history check relevant to employment since persons convicted of a felony may not be work in a juvenile detention facility in Arizona. Must obtain an Arizona driver's license by date of hire and maintain it throughout employment. Final job offer will be contingent upon a satisfactory 5-year Arizona Motor Vehicle Report. Must obtain Probation Officer Certification within 1st year of employment.
Preferred qualifications include:
1) Master's degree with a major in behavioral science, criminal justice, social work, public administration or a directly related field, and four years of progressively responsible experience in the field of probation or community corrections
2) At least three years of experience in the Juvenile Justice Model or other system of service which utilizes evidenced based practices that develop pro-social skills, motivations and beliefs in youth
3) Considerable knowledge of the Juvenile Court process, of applicable laws, rules, regulations, and standards
4) Considerable ability to plan and direct the work of others and facilitate conflict resolution between peers or between youth, to develop effective work related relationships with staff and peers and serve as an effective member of a Senior Management Team
5) Certified in Trauma informed care
6) Well versed in diversity, equity and inclusion principles
7) Considerable skill in emotional intelligence, in staff development, building positive working relationships with youth and their parents and ability to win their respect and confidence and build motivation, consulting with and assisting detention staff, probation officers, attorneys, law enforcement and other professionals in the department and other agencies involved with individual youths; strong ability to be detail oriented (micro) as well as ability to be global (macro)
8) Ability to plan and implement probation procedures, to motivate, train and supervise subordinates
9) Strong experience in developing and implementing innovative programs for troubled youth and families, quality assurance and reporting; experience working with resistant clients, clients with substance use/abuse issues and clients with trauma
10) Strong understanding of budgets and project management

This position is exempt from overtime.
