Performs supervision and administration of the Juvenile Detention staff; under supervision performs work of moderate difficulty to maintain operations and the safety and supervision of the Juvenile Detention facility; performs work of moderate difficulty coordinating and leading staff in utilizing Psycho-Educational Programming that builds youths' Pro-Social Skills, Beliefs, and Motivations; performs related work as assigned; and accepts rotating shifts and post assignments. Function under the belief that all kids are capable of success no exceptions.

  • Works diligently to build positive working relationships with Detention Manager and Detention staff members to create a positive structure, caring, safe, healthy, learning environment for our detained youth;
  • Serves as an essential Detention Leadership Team Member for the implementation of detention services that help the Department achieve our Mission;
  • Works with the Detention Manager and other staff to implement, quality assure, and improve Detention's programs and activities.
  • Monitors and provides instruction of staff programs to reinforce Pro-Social Life Skills;
  • Serves as a faculty member of the Coconino County Juvenile Detention Training Academy and provides ongoing training to academy graduates;
  • Works with Detention Manager in the hiring and selection processes of new staff;
  • Provides staff with regular strength-based feedback and supports staff development;
  • Serves as one of Detention's highly skilled staff in understanding the individual youth's needs, challenges, and strengths so we can individualize our services as best possible to have the best outcomes of their detention experience;
  • Works directly with staff as they work with detained youth and as needed works directly with our most challenged youth as needed;
  • Ensures staff compliance and fidelity to Detention Policies & Procedures and Programs;
  • Ensures safety and security of the Juvenile Detention facility including the facility inspections, security and safety checks;
  • Facilitates conflict resolution between staff;
  • Handles emergency or crisis situations, including situation review and debriefing;
  • Ensures completion of intake and release procedures;
  • Updates records and writes accurate and detail reports as necessary;
  • May appear in court to report youths' progress;
  • Ensures timeliness and accuracy within Juvenile On-Line Tracking System (JOLTS) Living Unit Post
  • Oversee and insure equipment is operating correctly and maintained. Including control room equipment, fire system and duty equipment.
  • Supervise medication dispensing for Detained Youth with the Nurse.
  • Realize other duties as assigned.
Essential functions of this position include but are not limited to: Incumbents will be required to stand and walk for at least half of their scheduled work shift and are required to possess the independent body mobility to bend, reach, kneel, crouch, crawl, stoop, and sit for prolonged periods of time and/or drive a vehicle; manual dexterity to reach, and grasp; handwrite or use computer keyboard; vision sufficient to see and read; hear and speak to communicate with customers in person and over the phone; may lift or restrain a detainee, may lift, push or pull materials or equipment of 50 lbs. or less.

Bachelor's degree in a related field and two years working with juveniles in a residential setting; OR Associate's degree in a related field and three years working with juveniles in a residential setting; OR Four years working with juveniles in a residential setting; OR Any equivalent combination of education, training and experience which demonstrates the ability to perform the duties of the position.

ADDITIONAL REQUIREMENTS:

Must obtain First Aid/CPR certification by date of hire and maintain it throughout employment. Must submit to background check prior to hire. Persons convicted of a felony are not eligible for hire within the Juvenile Detention facility. Forty hours of orientation training are required within first month on the job. Sixteen additional hours of COJET certified training are required each year. Must obtain an Arizona driver's license by date of hire and maintain it throughout employment. Final job offer will be contingent upon a satisfactory 5-year Arizona Motor Vehicle Report.

Preferred Qualifications include experience working with at-risk youth in a school setting; experience with de-escalation techniques with youth in a community setting; knowledge and experience with collaboration of community agencies and youth in group activities; and experience implementing and sustaining processes and administration of programs.


This position is safety sensitive.
This position is non-exempt from overtime.
Considerable knowledge of:
- Basic principles and methods of treatment for juvenile delinquency
- Child and adolescent development theories and application
- Effects of substance abuse and addiction
- Dynamics of behavioral and emotional problems in children
- Crisis intervention and basic first aid techniques including CPR
- Detention policies and procedures and applicable state laws, rules and regulations
- Principles, methods and techniques of group and individual counseling
Working knowledge of:
- Practices and procedures of a Juvenile Detention facility
- Juvenile court proceedings
- Human behavior and various social, economic and cultural backgrounds
- Recordkeeping, documentation and report writing
- Adolescent group activity planning and leadership
Ability to:
- Plan and schedule the work of others
- Make appropriate decisions regarding methods of intervention and treatment
- Deal impartially with individuals of various socioeconomic, ethnic and cultural backgrounds
- Work safely and support the culture of workplace safety
- Establish and maintain effective working relationships with employees, other agencies and the public
- Follow written and verbal instructions
- Communicate effectively verbally and in writing
