The Port of Oakland is currently recruiting for the position of Port Assistant Human Resource Analyst (Employment and Classification). Under immediate supervision, the Port Assistant Human Resource Analyst performs a variety of professional duties in the administration of recruitment and examination as well as classification and compensation. Performs related work as assigned.


Any one position may not include all the duties listed, nor do the examples cover all the duties that may be performed. Incumbent may perform other related duties at the equivalent level.

  • Conducts job analyses to classify positions and determine critical elements for examination purposes.
  • Interviews employees, supervisors, managers, directors, and other subject matter experts to solicit information pertaining to job functions and/or development of test items.
  • Develops and oversees implementation of recruitment plans, screening and acceptance/rejection of employment applications, and recruitment/examination processes; conducts multiple exam processes simultaneously.
  • Conducts statistical analyses of examination results, including item analysis, analysis of adverse impact and item correlations to ensure that examinations conform to professional and legal standards, sets pass points, and prepares examination packets for establishment of Civil Service eligible lists.
  • Assists in planning and conducting classification studies and desk audits; prepares and revises class specifications, and recommends the allocation of positions to new or existing classifications.
  • Prepares responses to concerns and complaints related to Human Resources-related processes.
  • Maintains accurate records and files of a confidential nature; maintains records in a timely fashion.
  • May participate in City Port joint examination development and personnel studies.
  • Interprets and explains personnel rules, regulations and procedures.
  • Assists in the development of policies and procedures for personnel programs.
  • Participates in special projects as assigned.
  • Assists in conducting salary/benefit surveys and internal salary relationship studies, analyzes data; may recommend salary rates for new classifications; prepares statistical reports for studies.

EDUCATION AND EXPERIENCE

This classification requires a combination of education and experience reflecting possession of the required knowledge, skills, and abilities. A typical combination would include graduation from an accredited college or university with a bachelor's degree in HUMAN RESOURCEs management, business administration, public administration, industrial relations or related field.

An equivalent combination of education and experience may be considered.


KNOWLEDGE, SKILLS AND ABILITIES

To perform the typical tasks and duties of the position successfully, the knowledge, skills and/or abilities listed below are required.

Knowledge of:

  • Principles, practices and techniques of public personnel administration, including recruitment, selection, job analysis, classification and compensation plan administration.
  • Affirmative action techniques to apply them to a public personnel management system.
  • Methods of conflict resolution
  • Statistical measurements and applications used in personnel.
  • Legal and professional standards and procedures for the development, administration and validation of assessment instruments.
  • Port/City Personnel policies and procedures.
  • Personal computers and applicable software.
  • Basic local, state and federal laws and regulations applicable to personnel.

Ability to:

  • Apply statistical measurements used in personnel.
  • Work under tight deadlines and coordinate several concurrent assignments.
  • Communicate effectively in oral and written format to prepare clear, concise and competent reports, correspondence and other materials in a timely manner.
  • Prepare and present clear oral presentations.
  • Utilize a personal computer as well as spreadsheet, database, word processing and other appropriate HUMAN RESOURCE-related software.
  • Analyze complex technical problems, evaluate alternatives and make sound, independent judgments.
  • Establish and maintain effective work relationships with those contacted in the performance of required duties.
  • Handle stressful or sensitive situations with tact and diplomacy.


THE SELECTION PROCESS

Stage I: Application, Supplemental Questionnaire Evaluation (Pass/Fail) - The first stage in the selection process will consist of an application, and supplemental questionnaire appraisal review (pass/fail). Applications submitted without a completed supplemental questionnaire will not be given further consideration. Meeting the minimum qualifications does not guarantee advancement to the next stage. Only the most suitably qualified candidates will be invited to Stage II.

Stage II: Assessment Examination (Weighted 100%) - The second stage of the selection process may consist of a combination of job-related situational project exercises and an oral panel interview designed to assess technical knowledge and any additional other KSAs. The Assessment Examination is designed to test the applicant's overall aptitude for the position.

Candidates must achieve a scale score of 70 or more on this examination to be placed on the eligible list for employment consideration. The Port of Oakland reserves the right to modify the selection process as necessary to conform to administrative or business necessity.

Willingness to work overtime and on weekends occasionally to oversee and/or facilitate examinations.

This classification requires each incumbent to complete and pass a 10-year employment history verification, which will include fingerprinting and a Criminal History Records Check (CHRC) prior to being considered for this position. This status must be maintained for the duration of employment at the Port.
