Description
The County of Ventura offers an attractive compensation and benefits package. In addition to the salary of approximately $84,564 to $118,402 annually an employee within this position will also be eligible for the following:
  • General Salary Increase - 3.5% increase effective December 22, 2024.
  • Educational Incentive - An educational incentive of 2.5% for completion of an associate's degree, 3.5% for completion of a bachelor's degree, OR 5% for completion of a graduate's degree.
  • Bilingual Incentive - Incumbents may also be eligible for bilingual incentive depending upon operational needs and certification skills.
  • Annual Leave - 208 hours per year, increasing to 288 hours after 5 years of service.
  • Annual Leave Redemption - The ability to "cash in" or redeem up to 100 hours of Annual Leave per year after using 80 hours in the preceding twelve months.
  • Deferred Compensation - Eligible to participate in the County's 401(k) Shared Savings Plan and/or the Section 457 Plan. This position is eligible for up to a 3% match on your 401(k) contributions. Following five (5) years of continuous County service, an additional 2% non-elective contribution will be made to the 401(k) plan.
  • Health Plans - Full time employees are afforded a flexible credit allowance for purchasing medical, dental, and/or vision insurance from a group of authorized plans: Tier one for employee only is $502 per biweekly pay period, tier two for employee plus one is $730 per biweekly pay period and tier three for employee plus family is $905 per biweekly pay period.
  • Flexible Spending Accounts - Choice of participation in the Flexible Spending Accounts which increase spending power through reimbursement of pre-tax dollars for IRS approved dependent care and health care expenses.
  • Pension Plan - Both the County and employees contribute to the County's Retirement Plan and to Social Security. If eligible, reciprocity may be established with other public retirement systems, such as PERS.
  • Holidays - 12 paid days per year which includes a scheduled floating holiday.

VENTURA COUNTY
Ventura County is located on California's "Gold Coast," approximately 35 miles northwest of Los Angeles and 20 miles southeast of Santa Barbara. Ventura County is a "general law" county, governed by a five-member, elected-by-district Board of Supervisors. The Supervisors appoint a County Executive Officer (CEO) to oversee the County budget, day-to-day operations, and to advise, assist, and act as an agent for the Board of Supervisors in all matters under the Board's jurisdiction. It focuses on providing excellent services to its residents by promoting engagement, strategy, execution and accountability to include diversity, equity, and inclusion initiatives to ensure that all employees are treated with respect and without discrimination, and to improve culturally appropriate outcomes for community members.
RISK MANAGEMENT DEPARTMENT
Risk Management is a department within the County Executive Office. Its role is to protect the County's vital assets, personnel, financial and physical, from loss, damage, or injury. This is accomplished through effective Loss Prevention programs, Claims Management, and Financing methods such as insurance and self-funding. There are three (3) divisions within Risk Management: Liability and Insurance, Worker's Compensation and Disability Retirement, and Risk Control.
THE POSITION
Under supervision of the responsible Risk Management Analyst this Risk Analyst will be assigned to multiple divisions including the Liability and Insurance, and Risk Control divisions. This position will serve as the subject matter expert and liaison to county agencies, assist with workplace safety and accident investigations, participate in the safety call meetings, and provide training as needed. Individual county agencies and departments have safety representatives who work in conjunction with Risk Control. Critical to the success of this position is knowledge of OSHA and Cal/OSHA compliance including ever-changing laws and regulations, and continuous education in the field of safety. This position collaborates with other risk management divisions and county agencies to deliver superior service in a fast-paced environment.
The ideal candidate will have generalist Risk Management experience in liability claims, safety, and loss prevention with the ability to handle minor liability claims, analyze safety trending data, assist in advising regarding safety and loss prevention matters, and can work with multiple people in the agencies.
This position will assist in the implementation of the overall County-wide Safety program and handle a small caseload of liability claims.
The desired candidate will be knowledgeable regarding Cal/OSHA compliance, safety, and training, and have experience handling liability claims. The candidate must be able to lead a group and provide training which requires the ability to communicate effectively in an oral and written manner, individually and in a group setting. Prior public entity experience is a plus.
The Risk Analyst is a Management classification and is not eligible for overtime compensation.

Examples Of Duties
Duties may include but are not limited to the following:
  • Investigates assigned cases, formulates plans for resolution, recommends, and negotiate with claimants to resolve claims;
  • Evaluates claims and insurance policies for coverage to determine liability and damage potential; establishes appropriate reserves;
  • Oversees, promotes, and enhances County-wide health, safety and loss prevention programs as the subject matter expert, providing consultative guidance to all County agencies;
  • Maintains integrity of the County Injury Illness and Prevention Program which serves as a template for County agency programs;
  • Conducts health and safety assessments of County agencies;
  • Provides information and training to County departments developing expertise in agency safety coordinators;
  • Assists in compiling data for various Risk Management programs; analyzes loss data and develops preventative action plans to enhance loss prevention activities;
  • Coordinates work of health and safety consultants and contractors and between department, insurance carriers, counsel, and claimants;
  • Prepares, and may present, oral and/or written Risk Management reports and develops program enhancement recommendations;
  • Manages, coordinates, and assists defense counsel in litigated matters;
  • Performs other related duties as required.

Typical Qualifications

EDUCATION, TRAINING, and EXPERIENCE
Any combination of education, training, and experience that demonstrates possession of the required knowledge, skills, and abilities.
A typical combination is completion of a Bachelor's degree in a related field, such as business, labor, law, insurance, etc.,
AND
Two (2) years' experience in liability claims, safety, and loss prevention.
Education Substitute
Additional years of experience may substitute for education on a year-for-year basis.
NECESSARY SPECIAL REQUIREMENTS.
Must possession and maintain a California driver license.
Must be able to perform field investigations working outdoors.
Proficiency in Word, Excel, PowerPoint, Outlook, and Teams.
Experience with:
  • Conducting training to small groups
  • Claims administration, indemnity provisions and investigations techniques applicable to liability claims and safety and loss prevention
  • General computer software applications including software specific to risk management and liability insurance
  • Federal and State laws, case law, and regulations relevant to liability claims and safety and loss prevention, including California Labor Code, Cal/OSHA, California Government Code and theories of tort recovery
  • Handling emotional and difficult claimants while providing responsive, respectful, courteous, and fair service
NOTE: The ability to communicate effectively in writing must be demonstrated in the completion of the employment application and supplemental questionnaire.
DESIRED
  • Experience preparing and presenting reports, both written and oral, for/to a variety of audiences objectively including defense counsel, agency/department heads, and the Board of Supervisors
  • Professional Development/Designation relating to Liability, Insurance, Risk, Claims or other similar, such as Chartered Property Casualty Underwriter (CPCU), Associate in Risk Management (ARM), Associate in Claims (AIC) or equivalent
Knowledge, Skills, and Abilities:
Working knowledge of: Federal and State laws, case law, and regulations relevant to liability claims and safety and loss prevention, including California Labor Code; California Government Code and theories of tort recovery; Cal/OSHA and other loss prevention regulations; laws and regulations related to hazardous waste management; laws and regulations related to ergonomic assessment practices; insurance policy interpretation and analysis; claims administration, indemnity provisions and investigation techniques applicable to liability claims and safety and loss prevention.
Skilled in: claims administration and investigation and evaluation techniques applicable to liability claims, accidents, and safety and loss prevention; general computer software applications, including software specific to risk management and liability insurance.
Working ability to: read, analyze and interpret applicable Federal, State and County laws, rules, procedures, and ordinances; to conduct field investigations; exercise sound judgement and decision making; read, analyze and interpret investigative and medical and legal reports; plan, organize and maintain a variety of Risk Management projects and tasks; research, organize and analyze safety trending data;; to prepare and present reports, both written and oral, for/to a variety of audiences objectively including defense counsel, agency/department heads, and the Board of Supervisors; handle emotional and difficult claimants while providing responsive, respectful, courteous, and fair service; provide training to departments; communicate effectively orally and in writing.
