The Prince George's County Government Department of the Environment is seeking qualified applicants to fill a Planner IIIposition, grade A24, within its Sustainability Division, Engineering Services Section.
Work requires a strong background in Arc. GIS with specific applications to environmental planning, assessments, site inspection and investigation of erosion, drainage, flood control and excessive stormwater management.
About the Position:
This is a professional planning position in the Sustainability Division, Engineering Services Section, managing various environmental programs. Work requires knowledge of the principles of engineering, planning, researching, evaluating and interpreting planning data using Arc GIS.
Must have ability to analyze and interpret planning data, both orally and in writing using Arc GIS is critical. Experience with site management and inspection of the construction of erosion, slope stabilization, storm drainage, flood control and stormwater related capital improvement projects is required. The nature of the job requires the incumbent to spend about 70% in the field performing site inspection and investigation and about 30% in the office performing research, writing field reports and other miscellaneous tasks. The incumbent is under the direct supervision of the Section Head, Engineering Services Section.
Examples of Work
What You'll Do:
  • -Assists in planning and administration of environmental programs relating to planning, assessments, site inspection and investigation of erosion, drainage, stormwater and flood control for the Engineering Services Section.
  • Manage, inspect, and investigate complaints regarding erosion, drainage and flood related concern and initiate appropriate action necessary to address and resolve the problems.
  • Assist Division Staff in the development of standards and procedures, investigative methods and means that are appropriate to Prince George's County.
    - Research and interpret planning data using data management systems including Arc GIS
  • Effectively and efficiently prepares correspondence, studies, and reports in accordance with current professional principles and practices related to engineering, environmental and water resources sciences.
  • Manage and maintain files for Local, State and Federal environmental management programs.
  • Review and evaluate storm drainage, stormwater and flood control issues and innovative methods and technologies.
  • Coordinate with public and private organizations on storm drainage, stormwater and flood control issues and innovative methods and technologies.
  • Assures that the County adheres to the Federal and State Engineering and Environmental permit requirements.
  • Research Grant opportunities.
  • Coordinates and manages projects with Consultants and outside agencies
  • Assist in the management of Agency's Grant Programs.
  • Develop, coordinate and implement public outreach and education on storm drainage, stormwater and flood control matters.
  • Prepare and compose clearly written technical reports.
  • Collect data, information, and technical reports and prepare the NPDES annual report.
  • Thoroughly research data, information, and technical studies using the ARC GIS and other appropriate technology.
  • Promote environmental programs using multimedia applications and techniques.
  • Coordinates inter-agency activities for program development.
  • Act independently in all aspects of program development and management including liaison work with other Local, Municipal, State and Federal government agencies and related groups.
  • Manage various components of the storm drainage, stormwater flood and pollution prevention programs.
  • Develop recommendations for program enhancement and improvement.
  • Manage and develop the County's Biological Monitoring and Assessment Program.
  • Assist in developing the Division's budget and ensure that the Division's operational and Capital Improvement budgets are accurately prepared in accordance with the Departmental guidelines.
  • Oversee the procurement, preparation, and administration of contracts and agreements related to the design and construction of erosion, storm drainage, stormwater management and flood control related capital improvement projects.
  • Conduct analysis to identify management for the improvement of the Division's operations and delivery of services. Perform other administrative duties as assigned by the Associate Director or the Section Head.
  • Provides assistance and guidance to civic associations, professional groups, students, schools, businesses, and government agencies pertaining to storm drainage, stormwater quantity and quality, flood and pollution prevention and environmental planning techniques.
  • Perform tasks that may not be specifically listed in the position description but are within the general, occupational category and responsibility level associated with the employee's work class.

Qualifications
What You'll Need:
MINIMUM QUALIFICATIONS:
  • Bachelor's degree in urban and regional planning, public administration, economics, business administration, political science, environmental science, public health or other closely related fields, and/with
  • A minimum of two (2) years of professional planning/program development experience in the area of assignment.
An equivalent combination of education, training, and experience will be considered.

PREFERRED QUALIFICATIONS
  • Experience with planning, assessment, site inspection and investigation of erosion, drainage, flooding and excessive stormwater runoff concerns.
  • Experience with the design and the construction of erosion, streambank stabilization, storm drainage and flood control CIP Projects.
  • Experience with GIS Applications
  • Ability to read, understand and interpret topographic maps and construction drawings
  • Ability to develop and manage new environmental programs

General Plan Information:
The Prince George's County benefits plan year is from January 1 to December 31.
A spouse (to include a same sex spouse) can be added to the health benefit plans. A marriage certificate and social security number is required to add a spouse.
Children under the age of 26 are eligible for coverage under the health benefit plans. This includes stepchildren and children of the same-sex spouse. The premiums for health benefits are deducted on a pre-tax basis with the exception of Long-Term Disability, Extra Life Insurance and Voluntary Benefits (Short-Term Disability, Whole Life Insurance, Critical Illness, Accident Insurance, Cancer Indemnity, Hospital Indemnity Protection, Accident Indemnity Plan, Supplemental Dental and Group Legal Services).
New employees must enroll in the County's health benefit plans within thirty (30) days of the hire date.
The effective date of the health benefits coverage is the beginning of the month following a waiting period of forty-five (45) days from the date of hire.
After enrolling in the County's benefit plans, employees may only make changes to the plans either during the open enrollment period, which occurs annually (usually each October), and/or during the year, due to a family status change (i.e., marriage, births, divorce and adoption).
