Description
General permitting clerical work involving extensive public interaction. Performs application intake for work requiring permits received through the drop box or over the service counter. Assigns permit numbers to all physically submitted permit applications. Scans and uploads all physical documentation received to the corresponding permit record file. Responds to high volume of telephone and email inquiries received from applicants and permit holders. Assists the public, inter-office and intra-office trades in scheduling inspections for permitted work. Collects and uploads unofficial and official field inspection report records in to corresponding permit record file and route to Inspector for review. Reviews submitted forms for accuracy/completeness and determines if application is missing any documents. Scans, uploads and distributes submitted plans and applications to expediting team for prescreen and routing. Provides information to owners, boards of associations, property managers, developers, architects, engineers and general contractors regarding submission of building permits. Responds to applicant's communication in a timely manner. Provides the public with customer service assistance with Click2gov and where is my inspector (WIMI) applications. Capable of navigating through various software solutions applications and hardware equipment to accomplish assigned tasks. Performs related clerical work as required.
Typical Qualifications
High school diploma or equivalency. Possess at least (2) years of experience performing general clerical work preferably in the field of construction development, permitting or other related fields. ICC permit technician certificate preferred. Ability to acquire Florida Notary commission. Ability to acquire FEMA NIMS certification up to level ICS-700. A comparable amount of training and experience may be substituted for the minimum qualifications. Knowledge of ProjectDox and NaviLine software applications is preferred. Ability to follow oral and written instructions. Ability to adapt to varying work environments in a fast pace setting and formulate effective and proficient practices and procedures to address a wide range of complex tasks. Knowledge of general requirements for submitting applications and plans for construction in accordance with the Florida Building Code and Broward County Amendments. Knowledge of the principles and practices of customer service. Knowledge of the City Ordinance Section 152, the Florida Building Code, Florida Statutes, Florida Administrative Code and departmental administrative policies/procedures and Personnel Rules/Regulations. Ability to work independently and accurately report deficiencies. Ability to read and interpret plans, specifications, and blueprints quickly and accurately, and to compare them with submitted plans. Ability to organize, prioritize, and multitask in a stressful environment. Ability to establish and maintain effective working relationships. Possess excellent interpersonal skills with the ability to communicate effectively, both orally and in writing. Ability to perform mathematical calculations. Ability to establish and maintain accurate records. Ability to operate office equipment such as office/personal computers, microfilm reader, copier, scanner, printer, calculators as well as the automated permit tracking system. Proficiency using Microsoft Office applications preferred. Skill in typing accurately from rough draft at 35 WPM. Possess a valid Florida driver's license. Ability to see, read, talk, hear, handle or feel objects and controls. Work is performed in an inside office environment and noise level in this environment is usually moderate. Sedentary position with the ability to see, read, talk, hear, handle or feel objects and controls. Physical abilities include light lifting up to 10 lbs. and occasionally up to 20 lbs. Capable of standing, walking, moving, climbing, carrying, bending, kneeling, crawling, reaching, handling, sitting, pushing and pulling when visiting construction sites. May be temporarily exposed to noise/odor pollution and poor weather conditions.

Employees are paid biweekly. The pay range consists of a minimum and maximum salary. Initial appointment is usually made at the minimum salary of the pay range, but a higher salary may be considered for an especially well qualified candidate or to meet unusual needs. Annual merit increases of up to 3% up to the maximum of the pay range are based on fully effective job performance, or above, and are not automatic. Eligible Fire department combat employees receive annual merit increases of up to 4%.
Group health insurance is paid for by the City; 100% for full time employees and 50% for eligible dependents.
Paid leave includes: Vacation - accrue nine (9) days annually with additional days awarded for longevity; Sick Leave - accrue twelve (12) days annually; Holidays - thirteen (13) days off; Personal Days - two personal days after six months of service.
Pension plan: General Employees' Retirement System participation is required for all eligible employees. Each employee contributes a tax deferred deduction of 10% of their salary to the plan and the City contributes a like amount. The defined benefit pension plan is based on the average of the last three base salary years times 3% times years of service. If an employee leaves the employ of the City prior to seven (7) year vesting or retirement, their contribution, with interest, is refundable. Fire pension participants contribute 11.6% and are required to participate in the Pompano Beach Police & Firefighters' Retirement System.
Other benefits offered to City employees include: cost of living adjustments (when applicable), tuition reimbursement, tax deferred savings plan, credit union services, direct deposit, sick leave bank, sick leave to vacation conversion, employee assistance program, Deferred Retirement Option Plan (DROP), Voluntary Employee Beneficiary Account (VEBA), and a four day work week for certain positions.
Part time employees are not eligible for benefits and benefits may vary depending on bargaining units.
