The Office of the Controller's vision is to be a model for good government and to make the City a better place. The Systems Division of the Controller's Office manages the City and County of San Francisco's Enterprise Oracle and PeopleSoft Applications, which are branded locally as our SF People & Pay, SF Learning, SF Financials, SF Procurement, and SF Reports & Analytics systems. These applications provide a robust, integrated platform that delivers mission-critical services to 55 City Departments, eliminating the need for hundreds of independent legacy systems and customized applications. The technology implemented and maintained by the Systems Division provides standardization, transparency, and efficiency for the City's crucial business processes. We are committed to enhancing and expanding application functionality to better support our users' changing needs.
Within the Systems Division, the SF Procurement Team supports the PeopleSoft Financials & Supply Chain Management (FSCM) system with focus on the following Procurement modules: Inventory, Mobile Inventory Management, Purchasing, Strategic Sourcing, Supplier Contract Management, eProcurement, eSupplier Connection. The following SF Procurement sub-teams were created to support these modules: Strategic Sourcing, Inventory & Catalog, and Purchasing.

Job Description
Role Description:
The Project Managerreports to Systems Division's Project Management Office (PMO) Director and will manage a team of up to three (3) analysts and as-needed technical consultants. The Manager will partner across multiple lines of business to deliver solutions, bringing in the right partners, ensuring requirements are defined, creating plans and delivering solutions. The Manager will support our PMO team in delivering key projects and driving cross-team collaboration and knowledge sharing. This is a hands-on role where the successful candidate will be able to define the work as well as dive in and do the work. You will also be responsible for understanding the strategic objectives, driving planning, assessing risks and challenges, developing comprehensive project plans, managing multiple work streams and securing the necessary resources (internal and external) to make it happen. You will partner cross-functionally across the Division and the City with business and technical partners and teams to ensure successful and timely outcomes. The Project Manager is a strategic role that requires collaboration with business stakeholders to ensure business needs are met. This includes understanding how a project impacts the strategic roadmap of the business and aligning project execution to help achieve business objectives.
A Successful Candidate Will...
Operate effectively with teams and executive management and be comfortable leading, negotiating and influencing without authority. The candidate must have strong planning and organizational skills, broad understanding of software development lifecycle methodologies, project management methodologies, information technology service management methodologies, information technologies and business systems, knowledge of business functional areas supported by the Systems Division (HCM, FSCM, Budget) and exceptional collaboration and communication skills.
You are strategic and see the big picture while also being tactical managing the details, understand interdependencies and constraints between systems and processes, and able to drive a project from start-to-end. Strong oral and written communication skills are crucial, as well as ability to think clearly, analyze quantitatively, problem-solve, scope business requirements and prioritize.
Project Manager's Responsibilities
  1. Build and foster positive relationships with internal and external business partners
  2. Be a change agent by leading and championing change management and transformation efforts.
  3. Create a rotational program that onboards new functional analysts onto System Division tools, standards and processes.
  4. Gather requirements from appropriate process owners, write clear and detailed functional specifications, prioritize features and drive technical scoping as needed
  5. Drive continuous process improvement by collaborating with stakeholders on design of new solutions that enhance business performance and achieve established goals
  6. Mentor and develop new functional analysts.
  7. Develop repeatable processes for Systems Division technical project management approaches.
  8. Serve as Project Manager for technical projects that involve multiple modules or multiple applications supported by the System's Division.
  9. Review functional designs to ensure they encompass user needs and cross module integrations points and testing.
  10. Performs other duties as assigned.

Bodies the Project Manager will serve on:
  • Systems Division Capacity Planning Board:
  • provides input/recommendations on backlog priorities
  • reviews functional design approaches
  • reviews unit test/development results
  • Systems Division Change Advisory Board:
  • ensures that cross module and cross application testing has been completed
  • ensures that PTF Library is updated and tested with any new changes
  • Systems Division PMO Portfolio Reviews:
  • provides project status updates on own projects
  • provides advice and mentoring to other Project Managers

Qualifications
These minimum qualifications establish the education, training, experience, special skills and/or license(s) which are required for employment in the classification. Please note, additional qualifications (i.e., special conditions) may apply to a particular position and will be stated on the exam/job announcement.
Education: An associate degree in computer science or a closely related field from an accredited college or university OR its equivalent in terms of total course credits/units [i.e., at least sixty (60) semester or ninety (90) quarter credits/units with a minimum of twenty (20) semester or thirty (30) quarter credits/units in computer science or a closely-related field].
Experience: Five (5) years of experience in the information systems field, including system analysis, business process design, development and implementation of business application solutions or IT project management.
Substitution: Additional experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of two (2) years). One (1) year is equivalent to thirty (30) semester units / forty-five (45) quarter units with a minimum of 10 semester / 15 quarter units in computer science or a closely related field.
In addition to the Minimum Qualifications listed above, this position has additional requirements. In order to qualify for any of this position, applicants must meet the following Special Conditions:
  • Three (3) years of IT Project Management Experience
  • Three (3) years of PeopleSoft FSCM experience

Desirable Qualifications:
The stated desirable qualifications will be used to identify job finalists at the end of the selection process when candidates are referred for hiring.
  • Candidate experience should cover financial processes, project management, accounting requirements documentation, process design, and user acceptance testing responsibilities.
  • Experience in managing cross-functional initiatives through influence versus direct management.
  • Experience managing accounting / finance process improvement and/or technology projects with aggressive schedules.
  • PMP, Scrum, Lean or similar credential.
  • Knowledge and experience with project management, functional, technical or operational support of Oracle Interaction Hub, PeopleSoft Human Capital Management (HCM), PeopleSoft Financials and Supply Chain Management (FSCM), PeopleSoft Enterprise Learning Management (ELM), or Oracle Business Intelligence.
  • Knowledge of IT service delivery methodologies, such as ITIL, for mid to large scale organization.
  • Experience with setting performance standards, creating policies and procedures, and managing the work environment for professional level staff.
  • Excellent communication skills.
  • Advanced SQL skills.
  • ERP system design and support knowledge, especially integration between Financials and Supply Chain Modules.

Selection Procedures:

Supplemental Examination (Weight: 100%)
Candidates who meet the minimum qualifications and Special Condition will be emailed a Supplemental Questionnaire. The Supplemental Questionnaire is designed to measure the knowledge, skills and abilities required for this position. All candidates' responses to the Supplemental Questionnaire are subject to verification. All relevant experience, education and/or training must be included in the responses in order to be reviewed in the rating process.

Eligible List/Score Report:
A confidential eligible list of applicant names that have passed the civil service examination process will be created, and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores and number of eligible candidates. Applicant information, including names of applicants on the eligible list, shall not be made public unless required by law. However, an eligible list shall be made available for public inspection, upon request, once the eligible list is exhausted or expired and referrals resolved.
