Full-Time, Non-Exempt - 40 Hours Per Week - Benefit Eligible
2024 starting salary is $30.20 - $32.20 per hour, depending on qualifications and experience.

General Definition of Work

Performs intermediate skilled work coordinating the payroll functions including payroll calculation and processing, prepares and submits payroll reports, maintains payroll records, and related work as apparent or assigned.  Work is performed under the supervision of the Finance Director.

Assists Finance Director in the oversight of designated staff. 

Essential Functions

  • Processes and oversees all aspects of the payroll function including calculation, processing and audit, of payroll within firm and limited timelines.
  • Provides quality assurance for payroll timecard processes by monitoring, correcting, and training County payroll system users; notifies Department representatives/supervisors of errors and irregularities and assists in error correction.
  • Calculates and processes IRS/State levies, garnishments, child support withholding, and worker’s compensation
  • Processes and oversees all off-cycle payrolls, including termination payments ensuring accuracy and legal compliance.
  • Provides general work direction and training to staff in consultation with the Finance Director and resolves intermediate level concerns related to the County’s payroll function.
  • Prepares, audits, and submits bi-weekly, monthly, quarterly, and annual payroll reports and forms to various entities and government agencies.
  • Provides employee relations by responding to telephone, in person, and email inquiries and information requests from County departments, employees, and external agencies.
  • Oversees the payroll software system by creating and maintaining system codes, maintaining user accounts and security access, and updating records.
  • Reconciles vendor invoices or accounts related to the payroll function.
  • Maintains payroll master files and reviews changes to payroll records.
  • Oversees employee leave plans and ensures accuracy and compliance with County policy.
  • Processes year-end payroll functions, including issuance of W-2s, and assists with annual benefits open enrollment process.
  • Maintains confidential personnel files by recording changes in data and following retention and destruction schedules.
  • Monitors and ensures compliance with state and federal tax regulations and county policy.
  • Provides support to other finance and accounting functions as necessary.
  • Performs other related duties as assigned.

 Minimum Qualifications

Bachelor's degree in business, accounting, finance, or related field, or equivalent combination of education and experience.

Required Knowledge, Skills, and Abilities

  • Knowledge of generally accepted accounting principles and accounting procedures.
  • Knowledge of accounting principles in working with payroll and related matters.
  • Knowledge of computer applications including spreadsheet, word processing, payroll, and accounting software programs. .
  • Knowledge of federal, state, and local laws, rules, regulations, and guidelines related to assigned work.
  • Knowledge of county policies and ability to apply them to assigned work.
  • Knowledge of data privacy practices and ability to maintain confidential documents and information.
  • Ability to perform the routines of payroll under minimal supervision and direction.
  • Ability to analyze workflow problems and coordinate efforts to meet necessary deadlines.
  • Ability to collect and organize data and convert to written reports.
  • Ability to organize work and adhere to administrative or statutory deadlines.
  • Ability to analyze data for inquiries and reporting purposes.
  • Ability to complete assigned work with accuracy and strong attention to detail.
  • Ability to understand, follow, and communicate written and oral instructions.
  • Ability to work without close supervision.
  • Ability to establish and maintain effective working relationships with co-workers, county officials and department heads, employees, other governmental employees and the public.
  • Regular and timely work attendance.

Working Conditions

Physical Requirements and Activity

This work requires the frequent exertion of 10 pounds of force and the occasional exertion of up to 50 pounds of force; work regularly requires sitting, speaking or hearing, using hands to finger, handle or feel and repetitive motions, frequently requires reaching with hands and arms and occasionally requires standing, walking, stooping, kneeling, crouching or crawling, pushing or pulling and lifting.

Sensory Requirements

Work has standard vision requirements; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels.

Sensory Utilization

Work requires preparing and analyzing written or computer data and observing general surroundings and activities.

Environmental Conditions

Work has no exposure to environmental conditions; work is generally in a moderately noisy location (e.g. business office, light traffic).

Final appointment is contingent upon the applicant passing a background investigation including a criminal history search.  Costs of the background will be paid for by Isanti County.
