The Division of Personnel Management, Bureau of Human Resources (BHR), Region 2 is currently recruiting to fill a Payroll & Benefits Specialist vacancy at either the entry or Advanced levels. This position will be located at the Department of Corrections central office in Madison, WI.
NOTE: This position is eligible to work remotely up to 3 days per week, after completion of training.

Position Summary
This position oversees military benefits provisions, Workers Compensation, and is a primary contact for questions and resolving discrepancies for the all insurances. The incumbent will serve as a liaison with the Department of Employee Trust Funds, the Department of Administration, Central Payroll, and is responsible for answering questions and providing technical guidance/direction, consultation, and training to employees, supervisors, and all DOA-Region 2 Payroll & Benefits Specialists. This position verifies insurance benefit eligibility, reviews and approves applications, and develops and provides training as needed. This position also holds the role of an agency benefits reconciliation specialist that identifies and resolves insurance invoice discrepancies as well as performs payment record audits to identify and correct overpayment and underpayment occurrences.
Salary Information
Starting salary is between $23.00 and $37.30 per hour; plus, excellent benefits. Pay will be set in accordance with the Compensation Plan in effect at the time of hire. This entry level is in pay schedule and range 81-05 and the Advanced is in 81-04. A 12-month probationary period is required.
Job Details
Applicants must be legally entitled to work in the United States (i.e., a citizen or national of the U.S., a lawful permanent resident, an alien authorized to work in the U.S. without sponsorship) at the time of application. Region 2 will conduct criminal background checks on applicants prior to selection to determine whether the circumstances of any conviction may be related to the job being filled. Upon hire, all new DOA, Region 2, DOC employees are subject to fingerprinting.
Qualifications
Minimally qualified candidates will have experience:
• Performing payroll and/or benefits administration tasks such as processing bi-weekly payroll, auditing/reconciling payroll transactions and adjustments, and reconciling benefits transactions.
• Interpreting, developing, and revising policies or procedures related to payroll and/or benefits administration.
• Using a Human Resources Information System (HRIS) for payroll or benefits administration, such as PeopleSoft, Kronos, ADP.
• Creating and managing reports, spreadsheets, memos, etc. to be used in a professional setting
In addition to the above, well-qualified candidates will have experience:
• Working with State of Wisconsin policies and procedures related to payroll and benefits administration.
• Using PeopleSoft to process payroll or benefits activities.
• Performing Payroll & Benefits tasks in an organization with 100 or more employees.
• Working as a liaison or central point of contact for an organization with multiple geographic sites.
• Performing administration tasks related to State of Wisconsin Worker's Compensation and Military Leave benefits
