Payroll Analyst 

Job Summary  

The Payroll Analyst is a full-time, Shakman Non-Exempt Position, reporting directly to the Deputy Director of Payroll. The Payroll Analyst maintains payroll control records and other payroll-related duties. The Payroll Analyst is accountable for work products of all projects assigned and handles all clients with respect and courtesy when performing his/her job duties.

Essential Job Duties  

         Processes employee compensation related transactions - new hires, promotions, demotions, transfers, and exits.

      Updates system for employee data changes (i.e., change of address, name changes, etc.).

      Prepares payroll system data including pension, disability, union opt-out, and bi-lingual pay.

      Conducts Income Verifications for employees.

      Verifies lost wages for employees for Deferred Compensation Benefits.

      Verifies and process employee step/anniversary compensation increases.

      Adjusts compensation errors and complaints timely.

      Calculates and submits interim payroll payment transactions.

      Maintains payroll records and files.

      Performs other miscellaneous duties as assigned.

Minimum Qualifications  

         Bachelor's Degree from an accredited college or university. (Must be presented before scheduled interview.)

     One (1) year of full-time experience in payroll, compensation, or related field.

OR

     High School Diploma or GED. (Must be presented before scheduled interview.)

     Three (3) years of full-time experience in payroll, compensation, or related field.

Education/Certifications Requirements

Candidates who are contacted for an interview will be required to produce original required documents (e.g., current driver's license, diploma, school transcript, certifications, etc.) listed on the Notice of Job Opportunity within five (5) days of being notified, in writing, by the Bureau Chief of BHR (or designee) that they have been provisionally placed on the Interview List. Candidates will be notified of how to submit the required document.

Degrees awarded outside of the United States except for those awarded in one of the United States territories and Canada, must be credentialed by either the World Education Services (WES) or Educational Credential Evaluators (ECE).

Preferred Qualifications 

  • Current employee of the Clerk of the Circuit Court.
  • One (1) year of full-time experience in payroll, compensation, or related field in a government agency.

  • Ability to interact in a professional manner with the general public, attorneys, employees and other court personnel.

  • Ability to communicate effectively both orally and in writing.  

  • Ability to work with a team and/or independently. 

  • Ability to make clear presentations and facilitate meetings. 

  • Ability to achieve goals and meet deadlines. 

  • Computer literacy with skill and efficiency in entering and retrieving data and preparing informative reports.  

  • Knowledge of MS Office operations including Word and Excel.  

Physical Requirements  

  • Ability to sit, stand, walk or move for extended periods of time. 

  • Ability to repetitively use hands to operate standard office equipment and handle documents.   

  • Must be able to lift 10 lbs.
