Job description

This position supports the CDPH mission and strategic plan by creating and implementing strategic change management strategies and plans that maximize employee adoption of departmental change initiatives. The position focuses on the employee side of change, including changes to organizational processes, systems, technology, and structures within the organization. The Staff Services Manager II (Specialist), Organizational Change Manager (OCM) is responsible for planning, developing, delivering, and tracking change management deliverables including communications, training, stakeholder engagement, change impact assessment, organizational readiness analysis, coaching, resistance management, and change reinforcement. The OCM works to help employees to embrace change.
This position will serve as a Staff Services Manager II (Specialist) and will not supervise staff.

  • Strong understanding of change management and culture change methodologies and frameworks.
  • Expertise in change impact assessments, stakeholder analysis, communication planning, and training and development programs.
  • Strong analytical and problem-solving skills, with the ability to gather and analyze data to make informed decisions and recommendations.
  • Excellent interpersonal and communication skills, with the ability to communicate effectively with stakeholders at all levels, including executives, managers, and employees.
  • Strong knowledge of industry best practices and emerging trends in Organizational Change management, as well as current issues and challenges facing organizations today.
