Job Description
Job Purpose:
Coordinator of a housing rehabilitation grant program among five entities including the City of Milwaukee, the Federal Department of Housing and Urban Development, SDC agency departments, contractors, and homeowners. Each entity dictates certain program process requirements which, as program coordinator formally integrate with the construction process for each home rehabilitation project.
Essential Duties:
Implement and manage an electronic and hard copy system of documentation for a definitive program work plan activity process which satisfies program partner requirements, and tracks the administrative and field work activity of home rehabilitation contractors for each NIP project. Expedite Project schedules and deadlines. Ensure Quality Standards and Control Costs.
Consultation and Administrative Function with:
A. Homeowners: (1)Convey their rights and responsibilities under NIP program guidelines ie.,Legal Documents, Contactor Contracts, and Program Partner oversite.(2)Convey the project work scope and the construction process, ie.,DNS work scope interpretation and contractor project schedules.(3)Mediate owner-contractor on-site relationship, ie., work space requirements, scope of tasks, change orders, work schedule notice requirements, and project closeout procedures.
B. Contractors: (1) Convey rights and responsibilities under NIP program guidelines, ie., the bid process, the NIP work contract, invoice and accounting, and project management. (2) Mediate the relationship between the homeowner and subcontractor throughout the process. (3) Mediate NIP administrative and field work requirements between contractor project workers and the office personnel, i.e., change orders, owner notice requirements, and work quality standards.
C. NIP City Grant Monitor: (1) Status of individual project (11) documentation (10), ie.,homeowner application, bid tabulation, legal documents, schedule of paid cost. and required program reports (10), ie., monthly activity reports, bi-annual performance reports, HUD performance reports. (2) Work scope changes and project budget impact, ie., sheet vinyl flooring vs square tiles, basement window security bars and paint vs glass block.(3) Homeowner contact, ie., for documents or budget concern with change orders.
D. City Building Inspector: (1) Survey inspection of homes to develop work scope and project budget. (2) Project schedules. (3) Work quality inspections per code requirements. (4) Project change order documentation (5) Project closeout documentation.
E. SDC Interagency Departments: (1) Purchasing Dept. ie., contractor RFB process and required documentation, ie., work scope clarification and contractor licenses and certifications. (2) Accounting Dept. ie., program budget, contractor invoices, program reports. (3) Executive Dept. ie., contractor contract approval. (4) IT, ie., computer work station issues.
F. NIP Team: Daily for project and program status and management.
Skills/qualifications:
• Able to track extensive documentation for multiple home rehabilitation projects among program partners, contractors, suppliers and homeowners.
• Able to effectively make and document daily site visits to project sites.
• Experience with Microsoft Office, Project Scheduling and excel
• Effective communicator of policies and procedures with program partners, contractors, suppliers, and homeowners.
• Manage the residential rehabilitation process.
• Be able to function efficiently in all disciplines of Microsoft office. Excel, Word, and Project Management tracking software.
• Basic construction skills in residential home fabrication and function.
• City of Milwaukee Resident.
Experience/Education/Training/Certifications:
- High School Diploma.
- 3-4 Years of Experience in construction trade(s), Construction Project Management and/or field work as a general contractor.
- Able to obtain Lead Abatement Certification, Asbestos Certification, City Contractor License within first year of hire.
- 3-4 year of experience in Multiple project construction administrative and field work project management.
