Job Title: Natural Resource Management Specialist (ESA, MMPA, NEPA)
Location: Silver Spring, MD
Clearance Required: Public Trust Eligible
Description
IBSS is seeking a Natural Resource Management Specialist to assist in MMPA Small Take authorizations, NEPA compliance, and ESA section 7 consultations.
Key Responsibilities:
  • Assist with the issuance of Incidental Harassment Authorizations (Small Take authorization processing) under MMPA. This shall include but not limited to the review of applications, preparing correspondence with applicants, preparing Federal Register notices, preparing correspondence with external reviewers, reviewing annual reports provided by holders of permits and authorizations, and drafting, reviewing, editing, and finalizing permits and authorizations and accompanying documents.
  • Assist Federal staff with National Environmental Policy Act (NEPA) Compliance. This shall include collection and analyses of compliance data, including but not limited to public comments and scientific literature, management reviews of NEPA documents, categorical exclusion memos, environmental assessments, and environmental impact statements.
  • Assist Federal staff with the coordination of Government and contract organizations on drafting, reviewing, editing, and finalizing NEPA documents.
  • Assist with MMPA and ESA Review and Issuance of Scientific Research Permits and associated ESA section 7 consultations.
  • Assist Federal staff with analyses and research to enable the issuance of scientific research permits and authorizations and compliance with consultation requirements under the ESA, MMPA and NEPA. This shall include but not be limited to the review of applications, preparing correspondence with applicants, preparing Federal Register notices, preparing correspondence with external reviewers, preparing ESA section 7 consultation packages, reviewing annual reports provided by holders of permits and authorizations and drafting, reviewing, editing, and finalizing permits and authorizations and accompanying documents.
  • Assist Federal staff with analyses and required research to enable consultation under section 7 of the ESA on Federal activities affecting ESA protected species and designated critical habitats including, but not limited to, all activities related to military readiness (US Navy training activities), the national energy mandate (oil/gas activities, seismic research and activities, exploration and production), and pesticide programs and registrations.
  • Assist Federal staff with writing ESA section 7 consultation documents, including letters of concurrence and biological opinions.
  • Assist with the collection of the best available scientific and commercial data toward the development of the description of the action and action area, environmental baseline, status of listed species and designated critical habitat, and the effects analyses, including cumulative effects and exposure and responses analyses for ESA section 7 consultations on Federal actions, including proposed issuance of scientific research permits.
  • Assist Federal staff with ESA section 7 consultations as necessary to process ESA consultation initiation requests by reviewing all relevant information, including that provided by the appropriate Federal agency and the current scientific literature.
  • Analyze the potential effects of Federal actions on ESA listed species and their designated critical habitat.
  • Write letters of concurrence or biological opinions that analyze the effects of the actions proposed by Federal action agencies, including as part of permit applications for scientific research permits and develop incidental take statements as part of formal ESA section 7 consultations that provide reasonable and prudent measures and associated terms and conditions to minimize the effect of incidental take resulting from Federal actions when appropriate.
  • Assist Federal staff with the drafting of Environment Impact Statements. The Environment Impact Statements shall include an evaluation of the environmental, socio-economic, cultural impacts of the alternatives, as well as the regulatory effects and cumulative impact.
  • Assist Federal staff with the drafting of revised regulations for MMPA research permitting and public display activities; including Environmental Assessment under NEPA.

Required Skills /Education/ Certifications & Qualifications:
  • BS in Marine Science or related field
