Job description

Overview:
GovCIO is currently hiring for a Change Management Specialist to manage the lifecycle of change requests, ensure compliance with established policies, and facilitate effective communication and coordination across multiple teams. This position will be located in Hanover, Maryland and will be a fully remote position.
Responsibilities:
The Specialist will maintain process integrity, support continuous improvement efforts, and ensure the Change Management process aligns with the organization's mission and strategic goals.
  • Metrics, Data, and Reporting: Maintain comprehensive metrics, data, and reports regarding the Change Management Process, providing insights for continuous improvement and decision-making support.
  • Post Implementation Reviews (PIR): Host and manage Post Implementation Reviews for all failed deployments, identifying root causes, documenting lessons learned, and implementing corrective actions to prevent recurrence.
  • Workflow Management: Actively manage and support improvements and changes to the Change Management workflow, enhancing process efficiency and effectiveness.
  • Team Coordination and Support: Serve as a key liaison, interfacing and working collaboratively with other teams across the organization in support of the mission, ensuring Change Management processes are integrated and aligned with overall operational objectives.
  • Process Exceptions: Document and facilitate the management of any approved exceptions to the standard Change Management process, ensuring all exceptions are justified, approved, and recorded in accordance with organizational policies.
  • Posthumous Change Requests: Ensure that "After the Fact" or Posthumous Change Requests are submitted and documented by the Product Owner/Requestor within 48 hours of an emergency incident, maintaining process integrity and compliance.
  • Access Management: Review and approve access requests as needed, ensuring proper authorization for change-related activities and access control compliance.
  • Workload and Delegation Management: Efficiently manage and delegate duties within the Change Management team, optimizing workload distribution and ensuring timely completion of change-related activities.
  • Comprehensive Support: Oversee all aspects of supporting the Change Management process, ensuring that operational tasks are executed in alignment with established policies and strategic directions.
Qualifications:
High School with 9+ years (or commensurate experience)
Clearance Required: Top Secret
Required Skills and Experience:
  • Experience in Change Management or a related field
  • Strong organizational skills with a keen attention to detail
  • Excellent communication and interpersonal skills, with the ability to work effectively across multiple teams
  • Ability to manage multiple priorities and adapt to changing operational demands
  • Proven capability in data analysis, reporting, and making data-driven recommendations
  • Leadership skills with experience in managing workflows and delegating tasks.
Preferred Skills and Experience:
  • Familiarity with ITIL, COBIT, and other relevant frameworks and standards
  • Experience in Change Management or a related field within a regulated or DoD environment

Posted Pay Range

The posted pay range, if referenced, reflects the range expected for this position at the commencement of employment, however, base pay offered may vary depending on multiple individualized factors, including market location, job-related knowledge, skills, education, experience, and internal equity. The total compensation package for this position may also include other compensation elements, to be discussed during the hiring process. If hired, employee will be in an “at-will position” and the GovCIO reserves the right to modify base salary (as well as any other discretionary payment or compensation program) at any time, including for reasons related to individual performance, GovCIO or individual department/team performance, and market factors.
Posted Salary Range: USD $140,000.00 - USD $160,000.00 /Yr.
