Position Description
The Health and Wellness Manager - MPD leads the Police Department's efforts to enhance mental and physical wellness services for members of the Department. In addition, this position is responsible for managing any officer wellness compliance requirements. The Health and Wellness Manager - MPD is expected to develop and execute a wellness strategy, communicate the strategy internally and externally, and put in place systems and processes for managing the delivery of the strategy.
Work Location
This position may be eligible for flexible work arrangements, including hybrid work with some days working remotely and some days working in the office.
Job Duties and Responsibilities
  • Develop and implement overall strategy for Health & Wellness programs ensuring competitive, cost-effective plans that drive a wellness culture that inspires, motivates, and equips employees to adapt and maintain a healthy lifestyle
  • Develop and oversee programs providing counseling and crisis management, behavioral health, field response, peer support, and best practices for developing mental health protocols for mental health response through close collaboration with other key City and Community partners
  • Direct communication strategy and training strategy based on best practices and current research to promote and continuously educate employees on benefit and well-being programs in partnership with the Training Academy
  • Develop and provide training and/or other programs on mental health using best practices and current research on issues including PTSD, burn out, compassion fatigue, etc. to community partners and law enforcement
  • Work to achieve and maintain compliance with officer wellness deliverables. (We are assuming, based on discussion and recent trends, that the Department of Justice will implement wellness compliance requirements.)
  • Work with Human Resources to manage benefit programs, vendors, and other HR associates for services provided to Department personnel that enhance the mission of the Wellness program. Counsel and support employees regarding their coverage and options according to established policies
  • Engage internal and external stakeholders in partnership and strategy to fulfill strategic plan
  • Assist with securing resources, through grants/other, for Unit goals including stress mitigation/reduction, physical fitness, nutrition, other.
  • Create procedures for traumatic incidents
  • Create and implement integration plans for staff returning from medical and family leave
  • Create and support bereavement groups and trauma response
  • Keep abreast of current national wellness and wellbeing initiatives and activities, developing a network of resources and opportunities
  • Attend in-service and continuing education to maintain elevated level of competency in operation of executed programs.
  • Assure proper orientation and training of staff, including the timely preparation and submission of regulatory reports including cost reports, audit, annual report, and others as necessary.
  • Implement, direct, and evaluate the effectiveness of administrative management necessary to carry out strategies to address issues and challenges.
  • Provide organizational leadership and supervision, promoting the organization's values.
  • Inform the MPD on matters related to the organization's operations and policies related to Health and Wellness.
  • Interpret organizational policy and make administrative decisions, soliciting the input of the MPD leadership and its stakeholders. Make necessary changes and improvements to the existing administrative procedures and practices.
  • Establish and maintain relationships with other departments and providers, national/state/local organizations, government offices, and other community agencies, to ensure full knowledge, input, and understanding of procedures.
  • Manage and maintain knowledge of current requirements of federal, state, and local policies and procedures, as well as those of accreditation.
  • Provide leadership in shaping the annual operating plan and the organization's long-term strategy. Assesses progress and suggest revisions in strategic direction.
  • Direct marketing, promotion, social media, and communications.
  • Supervise, direct, and complete performance evaluations for those under the direct supervision of the manager.

Required Qualifications
Minimum EducationBachelor's degree in any Health and Wellness field of study or equivalent work experience.
Minimum ExperienceFive years of experience in a professional organization, developing and implementing programs related to employee mental and physical health and resiliency or equivalent.
EquivalencyAn equivalent combination of education and highly related experience in a similar environment may be considered.

Selection ProcessThe selection process will consist of a rating of relevant education and experience (100%). Background CheckThe City has determined that a thorough Minneapolis Police Department criminal background check is necessary for positions with this job title. Applicants must sign an informed consent allowing the City to obtain their criminal history information in connection with the position sought. Applicants who do not sign the informed consent form will not be considered for the position.
Drug and Alcohol Testing All job applicants must pass a pre-employment drug and alcohol test once a conditional offer of employment has been made. Applicants will be required to sign a notification and consent form prior to undergoing drug and alcohol testing. Applicants who do not consent to undergo drug and alcohol testing will not be required to do so and the City will withdraw the conditional job offer, resulting in the job applicant no longer being considered for the position.
Eligible List StatementThe names of applicants who meet minimum qualifications and who pass the screening process shall be placed on the eligible list for employment consideration. This list will be certified to the hiring manager who may use the list to fill a vacancy of the same job title. This eligible list will expire three (3) months after it has been established.
