The Georgia Department of Community Health is seeking two Business Analysts for the Medicaid Information Technology Architecture (MITA) unit.
Job Responsibilities
Under supervision of the DCH-OIT MITA PMO (Program Management Office), incumbent joins a collaborative team of Business Analysts who support the CMS initiated framework, Medicaid Information Technology Architecture (MITA) PMO. The team provides services for OIT projects for system certification. The incumbent reports to the MITA, Business Architecture, Program Manager.
The position is Level 2 (working position) and requires previous business analysis, business process modeling/gathering, reviewing requirements for current projects, testing experience, and IT experience. Also, it is helpful to understand system procurement processes, report development and working in a team environment. Medicaid experience a plus either with systems or programs. While this is not an entry level position, advanced data analysis and application are included in the Level 3 (Advanced) position in the Business Analyst position for the MITA BA Team through a career ladder process.
Minimum Qualifications
Bachelor's degree in a related field from an accredited college or university AND One year of related experience OR Associate's/Vocational/Technical degree in a related field from an accredited college or university AND Three years of related experience OR One year of experience at the lower level Systems Analyst 1 (ITP020) or position equivalent. Note: An equivalent combination of education and job specific experience that provided the knowledge, experience and competencies required to successfully perform the job at the level listed may be substituted on a year-over-year basis.

- Work with Business Owners to identify/initiate/assess projects that will advance the Business Processes, within assigned areas, in the MITA Maturity Model
- Support and interact with the Subject Matter Experts (related to State Medicaid services) on projects that are related to Business Processes within assigned areas and act as SME from a MITA (system improvement) perspective of each project associated with the Medicaid Enterprise System Transformation, a CMS initiative.
- Conducts, documents and validates the MITA (business-related improvement efforts) assessment results with Business Owners
- Gathers and documents requirements for enhancements/modification to systems and document the requirements using the Business Requirements Document Template.
- Creates workflow process diagrams for application development using a modeling tool such as Sparx. (Basic skills in VISIO modeling a plus)
- Provides status updates to team for each project assigned on a scheduled basis and ad-hoc status updates as requested by the MITA Project Manager.
- Provide Project Manager with information on issues and risks when they occur.
- Facilitate meetings with Business Owners (stakeholders for each project) during business process gathering/identification, requirements gathering and walk-through meetings. Soft skills for team interaction with multiple individuals, roles and responsibilities to gain necessary information for creating business processes, steps, and workflow diagrams.
- Provide meeting updates, document reviews, analysis, assignments to meet requested time-frames or deadlines.
Minimum Qualifications

- Experience in applying specific strategy(s) or policy(s) to gathering of business processes.
- Experience working in Medicaid (a plus) or healthcare industry.
- Experience with process modeling software or systems such as VISIO, Sparx or other modeling tool.
- Adherence to guidelines from DCH, CMS, State rules and regulations
- Analytical review of documents, requirements, policies. Knowledge of medical terminology is helpful.
- Team oriented environment where collaboration and participation are key components to success.

- Experience in System Testing activities to ensure proper functionality in new/revised/upgraded systems.
