POSITION SUMMARY
Oversees and assists assigned team in the development, implementation, and evaluation of recruitment activities primarily for high volume union based positions with support for non-union positions as well. This role provides leadership for, and manages the day to day work of a designated recruitment team. Serves as a consultant to departments regarding employment, recruiting, and employee retention. Provides leadership regarding workforce planning, Talent Acquisition, and proactive sourcing to build pipelines of top talent while ensuring compliance with all applicable federal, state, and local laws and ethical standards.
PRIMARY RESPONSIBILITIES
- Manages and provides leadership to assigned group of Human Resources (HR) staff in administering Talent Acquisition and hiring procedures, policies, and practices.
- Manages proactive recruiting processes when overseeing and assisting HR staff responsible for Authority Non-Union positions.
- Maintains pipeline management processes when overseeing and assisting HR staff responsible for Authority Union positions.
- Maintains, develops, and implements accurate and useful metrics and checks and balances for every step of the recruiting and hiring process.
- Ensures that recruiting and hiring processes and procedures are conducted in a manner that is fair and equitable to all applicants and in compliance with applicable federal, state and local laws.
- Maintains a high degree of personal ethical standards and behavior in all work-related activities.
- Keeps HR Management informed of all recruiting and staffing activities.
- Oversees the implementation of recruitment strategies for all levels of positions through various mediums such as: internet, print campaigns, job fairs, etc. Identifies and build talent partnerships with external resources in preparation and support of the Authority's workforce needs.
- Plans, organizes and implements recruitment efforts across the organization as directed by the Senior Manager. Provides strategy and vision to recruitment team regarding maintaining staffing levels and achieving organizational goals.
- Assists with developing department goals and objectives. Evaluates and improves policies, procedures, and best practices to achieve better productivity and efficiency.
- Provides oversight of growth, improvement, and change initiatives within the recruitment function. Refines and manages consistent recruiting, interviewing, and hiring processes that support a highly positive candidate experience and Talent Acquisition/hiring manager efficiencies.
- Provides project management for strategic initiatives and works collaboratively with senior management to implement strategies for the organization.
- Hires, trains, develops, monitors, and evaluates performance of staff. Reviews and recommends personnel actions for approval.
- Performs related duties as assigned.

EDUCATION/EXPERIENCE REQUIREMENTS
- Bachelor's degree in Human Resources, Industrial Relations, or related field, plus three (3) years of experience in high volume recruitment with an expertise in full life cycle recruitment strategy development, identification, and placement of qualified applicants, and/or developing and implementing talent management strategy for niche skill sets (building talent pipelines, etc.), of which one (1) year is in a supervisory or management role, or an equivalent combination of education and experience.
- Master's degree or higher degree in Human Resources or related field preferred.
- PHR or SPHR certification is highly desired.
PHYSICAL REQUIREMENTS
- Requires remaining in a stationary position for extended periods of time and constantly operating a computer and other office productivity machinery.
- Service Area Requirement: Exempt (Non-Union) employees must live within the boundaries of the CTA Statutory Service Area either at the time of employment or within 6 months of beginning employment at CTA.
KNOWLEDGE, SKILLS, AND ABILITIES
- Detailed knowledge of diverse interviewing and selection practices and techniques.
- Detailed knowledge of applicable Federal, state and local employment laws, such as Title VII of Civil Rights Acts of 1964, ADA, FMLA, ADEA, FCRA, work visa rules and regulations, etc.
- Working knowledge of Behavior Based Interviewing (BBI) practices and techniques.
- Working knowledge of Labor Unions and executing personnel transactions in compliance with collective bargaining agreements.
- Working knowledge in the practices and methods of establishing and managing recruitment metrics.
- Working knowledge of common office software applications such as Microsoft Office Suite and navigating the Internet is required.
- Strong analytical and problem solving skills
- Strong oral and written communication and relationship building skills, with a strong desire to exceed customer expectations.
- Ability to prioritize tasks and assignments is key for success in this role.
- Ability to successfully utilize applicant tracking systems.
